Description RECREATION SPECIALIST (Job Code 9327) Hours: 5 to 25 hours/week. Casual non-benefited employees are limited to working no more than twenty-five (25) hours per week and no more than 900 hours in a fiscal year (July 1-June 30). Ensures the safety of the public and staff at all times by inspecting, patrolling, monitoring, and instructing on the safe use of program facilities, equipment, and supplies; maintains a safe, clean, and tidy environment; reports unsafe conditions or illegal activities. Assists and participates in recreation services special events, including setting up and taking down equipment and materials and facilitating activities. Develops and prepares brochures, flyers, newsletters and other materials Participates in Public Service Announcements. The position also requires grasping, repetitive hand movement and fine coordination. Additionally, the position requires near and far vision in reading reports and work-related documents and using a computer. Acute hearing is required when providing personal customer service. The need to lift, drag and push, pull objects weighing up to 10 pounds is also required. Description Currently there are 3 part-time positions available working up to 20 hours per week including weekdays and weekends. (1) Camps - up to 20 hours per week (1) Clubhouse - up to 20 hours per week (1) Teen Center - up to 20 hours per week To coordinate a specialized activity within a recreational program such as adult and youth sports, after school and camp programs and aquatics, special events, contract classes, senior services, and recreational facilities maintenance and operations. The Recreation Specialist is distinguished from the Senior Recreation Leader based on its responsibility for a broader range of recreation activities and services. This is a part-time, at-will position exempt from the classified service. SUPERVISION RECEIVED AND EXERCISED: Receives general supervision from the Recreation Coordinator and Recreation Supervisor. Provides technical direction and functional supervision of other part-time staff including Recreation Leaders, Senior Recreation Leaders, and volunteers. In addition to the essential duties listed above, assignments below include the following: Checkout Building: Manages front desk operations at the Checkout Building including answering phones, processing registrations, taking payments, interacting with the public, record keeping and other administrative duties; Utilizes various software to manage reservations and scheduling for park, facility, field, and sports court reservations; and Provides youth sports programming support including conducting meetings and interacting with community groups. Marketing: Utilizes graphic design software such as Canva, InDesign, etc. to prepare department marketing material including print, web, and other media; Prepares the City’s quarterly brochure; Updates the Department’s website and social media channels; Stays abreast of current marketing technologies and trends; and Demonstrates excellent project management skills, including strong attention to detail. Tiny Tot Camp: Under direction, coordinates Tiny Tot Camps including programming, scheduling, record keeping, reporting, and interacting with parents; Serves as the lead staff at the City’s Tiny Tot camp for ages 3-5 during El Segundo Unified School District (ESUSD) winter break (2 weeks), spring break (1 week), and summer break (9 weeks); and Must be available to work camp hours Monday through Friday during all ESUSD winter, spring, and summer breaks. Clubhouse: Provides customer service, reporting, and administrative tasks; and Under direction, assists with the development and implementation of staff led recreation classes of the El Segundo Youth Drama program, including related scheduling, recruiting, and reporting. Farmer’s Market: Under direction, manages weekly Farmer’s market including scheduling staff, securing new vendors for fresh and pre-packaged produce and crafts; maintains all required vendor paperwork; Conducts meetings and interacts with community groups; and Ensures compliance with the County of Los Angeles, City, and other regulations. Special Projects: Assist the Administrative Office in coordinating, developing, and implementation of special projects; Conducts research and analysis to support the creation of new policies, procedures, programs within Recreation, Parks, and Library department; and Writes reports and prepares presentation. Education: A combination of training and experience equivalent to completion of AA or higher college degree with specialized training in a particular field of recreation activity. Licensing/Certificates : Within six months of hire, obtain First Aid, CPR and AED Certifications through American Red Cross. Working Conditions: Regularly exposed to weather conditions. Social Services Program: Under the umbrella of Behavioral Health and Recovery Services (BHRS), the Behavioral Health Practitioner will work as part of the CalWORKs team and would be co-supervised by the CalWORKs Social Service Unit Supervisor and the BHRS Supervisor. CalWORKs is a cash assistance program for families with children and includes the Welfare to Work program which provides case management, supportive services, and referrals to outside community agencies to assist in addressing any barriers to employment. The Behavioral Health Practitioner provides short-term case management services to CalWORKs clients and their families who have significant barriers inhibiting their ability to secure employment and become self-sufficient. This position includes working with various community groups, providing appropriate referrals, and collaboration amongst other staff (employment counselors, social service workers, program coordinator). Typical tasks include extensive interviewing to identify barriers, assessing needs, and creating case plans for progression. Utilizes statewide computer database system to input client information and interpreting and applying all state/federal programmatic policies and regulations. Behavioral Health Practitioner, Monolingual salary range: $3,466 biweekly- $4,178 biweekly for 1 FTE positions Behavioral Health Practitioner, Bilingual salary range: $3,693 biweekly- $4,452 biweekly for 1 FTE positions There are positions within Behavioral Health and Recovery Services and Social Services. Social Services Program: Under the umbrella of Behavioral Health and Recovery Services (BHRS), the Behavioral Health Practitioner will work as part of the CalWORKs team and would be co-supervised by the CalWORKs Social Service Unit Supervisor and the BHRS Supervisor. CalWORKs is a cash assistance program for families with children and includes the Welfare to Work program which provides case management, supportive services, and referrals to outside community agencies to assist in addressing any barriers to employment. The Behavioral Health Practitioner provides short-term case management services to CalWORKs clients and their families who have significant barriers inhibiting their ability to secure employment and become self-sufficient. This position includes working with various community groups, providing appropriate referrals, and collaboration amongst other staff (employment counselors, social service workers, program coordinator). Typical tasks include extensive interviewing to identify barriers, assessing needs, and creating case plans for progression. Utilizes statewide computer database system to input client information and interpreting and applying all state/federal programmatic policies and regulations. The position requires the BHP to be responsible for carrying a caseload of CalWORKs clients and will provide services to English speaking and the Latinx community to reduce barriers and address issues using the client’s preferred language of English or Spanish in service delivery within the Health and Human Services programs. Fluency in Spanish is required. There is currently one full-time (1 FTE) vacancy in the Division of Employment and Training. Behavioral Health and Recovery Services: Children’s Mental Health Services There is one (1) vacancy which will be filled with a Behavioral Health Practitioner (associate or licensed). Children’s Mental Health Services provides outpatient individual and family therapy as well as targeted case management. The position will report to a Children’s Mental Health Unit Supervisor who manages the day-to-day operations. This position will be assessing children and youth referred to Youth and Family Services (YFS) per their level of care needed and meeting the medical necessity. This role will be completing clinical assessments, ongoing trauma screenings, with formulating diagnostic impressions, and co-creating treatment plans with client/parents. Maintaining ongoing, timely documentation for each client is a must, and flexibility to work in the community, clinic and schools is needed, along with a strong sense of collaboration. This position is responsible for carrying a caseload of clients/families providing services in Spanish and English. This position will also be providing clinical consultation to school staff, community members and other groups as needed and approved by their supervisor. This role requires bilingual skills (Spanish and English). S ome duties of this position may be performed remotely and options to telework up to three days per week and work remaining days onsite are available; however, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. Forensic System of Care There is one (1) vacancy which will be filled with a Behavioral Health Practitioner (associate or licensed). The Crisis Intervention Team (CIT) Coordinator position will be an opportunity to have a significant and meaningful impact on all communities within the County of Marin. The vision for this unique position is to serve as a connection between community-based programs (988, schools, shelters, etc.), county BHRS services (MCRT/TOT, jail mental health, collaborative courts, full-service partnerships, etc.) and local law enforcement departments (department briefings, etc.). The position will include client coordination, CIT Stakeholder Committee oversight, and to act as a liaison between law enforcement and mental health professionals, with the goal of avoiding unnecessary incarceration. Community collaboration through the continued integration of 988, school-based services and the creation of joint-response protocols. The support of critical incident response, with effective trauma-informed communication, collaboration and coordination. The position also organizes, designs, and manages the oversight of the biannual CIT Training, which is a 40-hour/weeklong training for law enforcement on crisis de-escalation techniques, common severe mental illnesses observed in the field, cultural competence, self-care, etc. Data collection and outcome gathering will be required supported by quality management. Bilingual skills in Spanish and English are desired but not required. The position is Monday-Friday, business hours, and largely community-based with some opportunity for hybrid work. IMPACT South Program There is one (1) vacancy in which will be filled with a Behavioral Health Practitioner (associate or licensed). The IMPACT, South program is a multidisciplinary team that provides mental health treatment services to Marin Medi-Cal beneficiaries diagnosed with severe mental illness. Under the direction of the assigned Unit Supervisor and based on business needs, the practitioner will be assigned across a variety of BHRS programs. The practitioner will provide intensive case management or screening and referral services to the adult/older adult population across the age spectrum of 18 y.o. and up. Duties will include ongoing comprehensive assessment, treatment planning, and acting as client advocates when clients are not able to advocate for themselves. This position will also be providing services to the Latinx community in order to reduce barriers to service within this community; thus, bilingual/bicultural experience in Spanish is needed. DEFINITION: Performs professional recreation therapy services in acute medical, rehabilitation, or psychiatric hospitals, out-patient clinics, community health centers, mental health facilities, or institutional settings to enable physically, mentally, or socially disabled patients or clients attain, restore, or maintain physical, social, or mental functioning, or to adjust to their disability; serves as a member of an interdisciplinary medical and therapeutic treatment team. Essential Job Functions Interviews and evaluates patients to assess their service needs and levels of functioning using techniques such as diagnostic tests, exercise, and other assessments; develops treatment plans and goals; determines the interventions or modalities by which these goals are to be achieved. Participates as a member of an interdisciplinary treatment team and provides therapy input to the overall treatment approach in general case conferences or meetings in which specific patient problems are discussed; communicates tests results and measurements to physicians, members of allied health disciplines, and patients' families; develops and modifies initial and subsequent treatment programs consistent with the changing needs of the patient. Provides feedback to interdisciplinary team members on patient's response to treatment and recommends maintaining or changing treatment procedures accordingly. Participates in and contributes to the planning of recreation therapy services and programs, and the development and evaluation of program goals, objectives, and outcome measures. Coordinates patient treatment and results with other agencies and professionals such as physicians, nurses, social workers, rehabilitation and school personnel, and families to provide total care to the patient. Provides referral services to patients regarding recreational resources within the organization as well as the community. Conducts a variety of therapeutic recreational, social, and physical activities adaptive to and focusing on the restoration of physical, social, and mental capabilities, including the planning and coordinating of community integration programs. Develops and maintains liaison with other hospitals, schools, community organizations and groups, and recreation facilities to establish a working relationship and encourages their participation in recreation therapy and after-care followup programs. Conducts treatment sessions for individuals and groups to improve physical, cognitive, social, emotional, and behavioral functioning and independence in life activities; selects treatment interventions and modalities such as play therapy, social recreation and leisure activities, games, music, art, drama, dance, movement, exercise, sports, athletics, horticulture, and aquatic activities that are compatible with the patient's interests, needs, and capabilities. Instructs and trains patients and their families in the use of assistive devices and techniques to reach independence and reintegration into life activities. Delegates and supervises work assignments to Recreation Therapy Assistants, Aides, students, and other support personnel by providing technical instruction and guidance in the implementation of therapeutic recreation activities. Serves as preceptor to students, volunteers, and institutional workers, and orients other health disciplines to the recreation therapy program. Attends professional meetings, conferences, and workshops to keep abreast of new trends and innovative techniques used in the field of recreation therapy. Participates in continuing education/staff development programs and other hospital departmental and professional licensing requirements. Prepares requests for equipment and supplies to be submitted to the supervisor for budgetary input. Develops and maintains patient records, records clinical notes on patient charts, and prepares patient progress reports for reference by the treatment team. Requirements Selection Requirements: Bachelor's degree from an accredited college or university in Recreation Therapy or in Therapeutic Recreation. License: Current certification to practice as a Recreation Therapist issued by the California Board of Recreation and Park Certification or as a Therapeutic Recreation Specialist by the National Council for Therapeutic Recreation -OR - Have filed an application for such a certificate. The certificate must be presented upon publication of the results of the next examination after the date of filing for the certificate. All required licenses and certifications must be active and unrestricted or your application will not be accepted. A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job related essential functions. In some cases, a valid California Class B Driver License may be required for appointment to some positions in this class. Physical Class III - Moderate : Includes standing or walking most of the time, with bending, stooping, squatting, twisting, and reaching; includes working on irregular surfaces, occasionally lifting objects weighting over 25 pounds, and frequent lifting of 10-25 pounds. Additional Information Special Requirement Information In order to receive credit for any college course work, or any type of college degree, such as a Bachelor's degree, Master's degree, completion of a certificate program, certificate or license, you must include a legible copy of the official diploma, official transcripts, official letter from the accredited institution which shows the area of specialization; or official license or certificates with your application within 15 calendar days of filing. Candidates must achieve a passing score of 70% or higher on the examination in order to be placed on the eligible register. The names of candidates receiving a passing score on the examination will be added to the eligible register and will appear in the order of their score group for a period of twelve (12) months following the date of eligibility.
