The Wastewater Group operates and maintains two wastewater treatment plants, 100 pump stations and step systems, 2500 miles of pipe, 1700 stormwater facilities, 350 properties, 34 program/service areas, 143 employees (121 union-represented employees, 22 non-represented employees), and $52.5 million budget. The Collection System Division is one of four divisions within the Wastewater Group, and it operates and maintains the City's sewer and stormwater system, including the City's green stormwater infrastructure, and it develops engineering solutions to collection system problems. The Position The City of Portland Bureau of Environmental Services (BES) is seeking a Collection System Operation and Maintenance Division Manager to lead a team of 25 technical and managerial staff who operate and maintain the city’s wastewater and stormwater collection system. This position provides direction to managers within their division to ensure the work is coordinated within the team and within the broader bureau and city goals. This position also collaborates with upper-level bureau managers to develop strategies, policies, and initiatives to implement the BES Strategic Plan and the bureau’s Racial Equity Plan. Especially during the City of Portland’s governance transition, this position participates in developing outcomes that are sustainable and equitable across the communities we serve, including our workforce community. This position mentors the staff and managers that report to them, and they develop and track annual budgets and oversee staff who manage programs and projects. Direct the work of maintenance crews through an interagency agreement with the Portland Bureau of Transportation. You will also evaluate the work and identify work priorities. Analyze critical wastewater programs, and recommend ways to improve collection system operations, efficiencies, and effectiveness. You may also lead the development of GIS and spatial analysis tools to improve collection system data and overall system efficiencies. Participate on Bureau-wide governance teams to make decisions about bureau investments, including the bureau’s 5-year $1 billion capital improvement program. These governance committees provide guidance, transparency, and accountability in the development of the Capital Improvement Program. Works with outside consultants supporting utility department programs and projects, and also interacts with local, state and federal agencies as required. The Water Division incumbent is responsible for the daily operations of the Division and works directly with Division Managers. This position includes oversight of: three surface water treatment facilities; 270 municipal wells; groundwater wellhead treatment facilities; approximately 1,900- miles of water transmission and distribution systems; regulatory compliance; annual budget preparation and rate development; development of various organizational programs; water resource management and long-range planning. The Assistant Director for the Wastewater Division is responsible for the daily operations of the division and works directly with division managers. This position includes oversight of: the Fresno-Clovis Regional Wastewater Reclamation Facility and North Fresno Wastewater Reclamation Facility; an ELAP accredited environmental laboratory; 1,600 miles of sanitary sewer, 15 lift stations and 24,000 access structures; 182 full-time employees with a large variety of functions; regulatory compliance; pretreatment program; annual budget preparation; rate development; development of various organizational programs; wastewater resource management; and long-range planning. Position Description The Department of Public Utilities is currently recruiting for two Assistant Director positions to oversee the Wastewater and Water Divisions. The Water Division incumbent is responsible for the daily operations of the Division and works directly with Division Managers. Summary Participates in the operation and maintenance of wastewater, storm water drainage, roadways, sidewalks, signage, and associated facilities. The operator performs work in accordance with the goals, policies, and objectives of the Public Works Department. Work is often performed under adverse, strenuous, and unpleasant conditions. OVERVIEW Position Information Leads, administers, and manages the activities of the Sewer Utility Division of the Public Works Department to ensure proper maintenance, operations (M&O) planning, and construction of the sewer facilities and infrastructure for the County. Manages the preparation and execution of the $25 million annual operating budget to meet state and federal water quality standards, infrastructure M&O, sewer system development, asset management, and public education & outreach (E&O) and program administration. The position manages the Sewer Division Capital Facilities Program (CFP) including long range planning, design, and construction of capital projects. The position is responsible for projecting revenues and expenditures and establishing sewer rates and fees to maintain ample M&O revenue, capital facilities funds, and to maintain reserves. QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS Minimum Requirements: Bachelor's Degree from an accredited university in civil/sanitary/public health/wastewater engineering, environmental engineering, public administration, business or closely related field; Eight years of progressively responsible professional experience in the planning, design, operations and construction of public works projects, with emphasis on sewage treatment and collection systems and the associated federal and state requirements; and three years of supervisory/managerial experience; or Any equivalent combination and experience of education that provides the applicant with the desired knowledge, skills and abilities required to perform the work. Plans typically contain 10-15 projects totaling $120-130 million over the six-year span. Projects are typically designed by consultants managed by an internal project manager and construction management team and require close coordination with the division to ensure success. In addition, the position is primarily responsible to initiating and developing grant applications and coordinating revenue bond sales with the Department of Administrative Services to support CFP project funding. Oversees National Pollutant Discharge Elimination System (NPDES) permitting process for 4 treatment plants. Three plants are regulated by the State and one directly by the Federal government.
