Transportation Safety and Operations Division - Signal Design Engineer I/II positions in the Signals Design team provide traffic signal-related management and support services throughout the City of San José. The positions will work closely with other team members, and may include direct supervision of sub-professional technical staff. Key duties include but are not limited to: Implementing capital and grant-funded projects to enhance pedestrian, bicycle, transit, and vehicle access at intersections using signal control devices; including grant administration, consultant and vendor contract management, project scoping, design review, project scheduling, budget management, and coordination with various internal and external stakeholders; Coordinating construction activities, including traffic signal "turn-ons" and mitigating signal timing impacts during construction at intersections; Evaluating proposed striping and improvement plans associated with annual pavement program work and providing design details to enhance all modes of travel; Coordinating traffic signal ITS enhancements in preparation and conjunction with public improvements and pavement work; Reviewing traffic signal plans and specifications for development and capital improvement projects for compliance with CA-MUTCD and City standards; Coordinating with projects implemented by other City divisions and departments to ensure all changes affecting the traffic signal network conform to the future goals of the City; Analyzing collision/volume data and other variables to identify ideal locations for innovative traffic signal designs (bicycle signals, HAWK signals, protected intersections, etc.) and evaluate before and after studies; and Responding to citizen requests for improvements to the signal network. Transportation Safety and Operations Division - Signal Operations The Engineer I/II positions in the Signal Operations team are part of an innovative customer-oriented team responsible for managing day-to-day traffic conditions through the operations and management of the City's nearly 1000 traffic signals. The Engineer I/II will be responsible for assisting in project planning and engineering, construction coordination, and may include direct supervision of sub-professional technical staff. Key duties include but are not limited to: Conduct analysis and field investigation related to day-to-day customer-identified traffic operations issues; Responds to service requests from the public and other city departments. Analyze traffic flow impacts of CIP/development-related traffic signals and associated improvements; Analyze effectiveness of specific signal timing standards currently utilized in San Jose and benchmark against current industry standards/trends; Prepare and implement traffic signal timing and coordination plans; Conduct performance measures of the roadway network, including evaluation of corridor timing flow and safety effectiveness; Support implementation of grant-funded traffic signal retiming projects; Prepare Requests for Proposals (RFPs) for signal timing consultant services, manage service contracts; prepare work orders, grant reports and invoices; and Actively manage ingress and egress for planned event traffic utilizing remote signal timing control, traffic surveillance cameras, and dynamic motorist information message signs. Transportation Safety and Operations Division - Traffic Systems Management The Engineer I/II positions in the Traffic Systems Management team support the operation and maintenance of the City's extensive Intelligent Transportation System (ITS) infrastructure. The Engineer I/II will be responsible for assisting team members in project planning and engineering, construction support and coordination, equipment installation and configuration, and may include direct supervision of sub-professional technical staff. Key duties include, but are not limited to: Day-to-day support and management of the City's extensive ITS infrastructure, including copper, fiber and wireless communication network, video surveillance cameras and encoders, network monitoring tools, and advanced traffic control systems; Perform hands-on system management duties and provide engineering and project management support to grant funded ITS improvement projects, fiber audit and inventory control, advanced ITS applications, ITS equipment installations and other projects as needed; Assist in administering professional services contracts, open purchase orders, cooperation agreements, and coordinate repair/construction/maintenance work with Electrical Shop and on-call contractors; and Have strong interest in computer and communication network and traffic control technologies. Exceptional attention to details, problem solving abilities, and customer focus are key to success in this role. Transportation Safety and Operations Division - Traffic Safety The Engineer I/II in the Traffic Safety Division provides Neighborhood Traffic Management services and develop and implement Traffic Calming and Pedestrian Improvement Projects throughout the City of San José. The Engineer I/II will work closely with the team to develop traffic safety projects to improve safety for all roadway users, ensure facilities are pedestrian and bicycle friendly and comply with laws, rules, regulations, and ordinances. Services provided are heavily community oriented and can sometimes be politically sensitive. This position reports directly to an Associate Engineer and supervises Engineering Technicians and interns. Engineers I-II will have opportunities to support the Traffic Safety Division staff in the following areas: Perform field investigations, collect data, and perform various traffic studies, including stop sign, crosswalk, and crossing guard studies. Review collision reports and apply applicable guidelines and standards to enhance roadway safety. Perform engineering analysis, and complete written reports of recommended solutions. Conduct speed surveys to establish appropriate speed limit on City streets. Prepare maps, reports, and related material for presentation. Developing effective working relationships with community groups to resolve residential traffic issues using the newly adopted Council policy on traffic calming. Working with and educating residents on traffic issues in neighborhoods, including speeding, cut-through traffic, pedestrian and bicycle safety, and quality of life concerns. Determinat
ion of use and placement of appropriate traffic control devices. Review and analysis of on-street parking conditions and establishment of appropriate parking controls. Planning, assignment, direction, and evaluation of technical staff in the traffic investigation unit. Participate on the development plan review process and coordination with other City departments and divisions. Attend meetings/represent the Traffic Safety team on discussions with project engineers, City staff, and consultants as appropriate to build consensus and/or to coordinate project issues. Assist with the development, design, and construction management of pedestrian and traffic safety projects including enhanced crosswalks, Radar Speed Signs, Speed Lumps, and Road Diets. Typical duties include performing field surveys, leading the preparation of project plans, coordinating with stakeholders, preparing work orders, ordering project materials, and reviewing the completeness of construction work in the field. Prepare conceptual and basic design plans for traffic safety improvements using AutoCAD, AutoTURN, or similar CAD software Transportation Safety and Operations Division - Parking and Downtown Operations The Parking and Downtown Operations Engineer I/II is the Department of Transportation's lead for the planning, development, and management of vehicular and pedestrian traffic control plans for outdoor special events impacting City streets. The ideal candidate will have excellent analytical and problem-solving skills, exhibit superior project management skills, focus on providing exceptional customer service, demonstrate good empathic listening skills, respond effectively to various customer concerns, be sensitive and experienced in interacting within a working environment of individuals in a variety of professional and sub-professional trades, and foster a team environment. The Department of Transportation is looking for an Engineer I/II with excellent written and oral communication skills that can effectively facilitate technical and administrative discussions with both internal and external customers. This position reports directly to an Associate Engineer and may supervise technical staff. Key duties include, but are not limited to: Coordinating outdoor special event traffic and parking control services Developing State-standard traffic control plans and pedestrian access plans Preparing equipment work orders and cost estimates for street and lane closures Reviewing, approving, and coordinating tow away permits for outdoor special events and construction activities Securing encroachment permits from Caltrans and Santa Clara County Participating in pre-event planning meetings Reviewing and modifying proposed outdoor event sites and walking/running routes Attending all major events and providing traffic and parking management coordination during the event, including real-time traffic modifications during the event to reduce congestion and improve overall traffic flow and pedestrian access. This position requires a flexible schedule, including weekends, evenings and holidays as needed. Providing post event written critiques and developing operational improvement plans Working with the Valley Transportation Agency to minimize impacts to light rail and bus service during special events Reviewing and approving downtown lane closure and haul route permit applications for construction projects as needed Representing the Department of Transportation at meetings with internal and external stakeholders. Transportation Planning and Project Delivery (PPD) Division - Regional Project Delivery The Engineer I/II in the Regional Project Delivery section helps develop and implement the City's Transportation Capital Improvement Program in alignment with policies of the General Plan Envision 2040. Under the general direction of the Associate and/or Senior Engineer, this position will work with internal and external partners and the community to ensure the efficient delivery of transportation projects through the planning, environmental, design, and construction phases. Types of projects that the Engineer I/II may support include multi-modal enhancement to highway, expressway, and transit improvement projects. Key duties include but are not limited to: Perform project management duties, including preparing and updating project status reports and schedules, managing contract/agreement, expenditure tracking, and progress billings/payments. Coordinate review designs, plans, estimates, and submittals associated with the implementation of project development activities consistent with City policies, regulatory requirements, current design standards and grant guidelines. Attend project design/construction meeting. Work with inspectors on project sites to assist in solving difficult problems and ensuring quality control, safety, and compliance with regulatory, design and construction requirements. Assist in the preparation of multi-agency agreements that takes into addresses the desire for the City to provide a safe, multimodal transportation system. Represent the Department of Transportation at community meetings and other meetings with internal and external stakeholders. May lead and supervise, technical, interns and non-technical staff by establishing goals, tracking performance, creating a positive work environment, maximizing staff development opportunities, and providing appropriate recognition. Transportation Planning and Project Delivery (PPD) Division - Development and Geometric Design The Engineer I/II will, under general supervision or direction of the Associate Engineer, perform professional engineering work in street design; development of concept transportation infrastructure master plans, review plans for public and private projects in the City, and produce/ and review signage and pavement marking geometric plans. The successful candidate will need to understand basic engineering principals of transportation planning, traffic engineering, geometric/roadway design, and plan review. Surveying background or experience is desired, but not required. Key duties include, but are not limited to: Prepare transportation infrastructure improvements conceptual designs of roadway, intersection and interchange, traffic signals using AutoCAD, relevant to new development and capital improvement projects. Develop "complete streets" and multimodal design plans in conformance with Federal, State, and City's transportation design standards, guidelines, and policies. Review consultant engineering plans and specifications, master plans, and traffic studies related to capital infrastructure improvements. Perform field review of striping layouts for conformance with design requirements. Infrastructure Maintenance (IM) Division - Sewer Engineering The Engineer I/II position in the Sewer Engineering team will lead and perform activities in support of the operation and maintenance of the sanitary and storm sewer collection systems and accompanying assets. Key duties include, but are not limited to: Prepare reports and materials and provide engineering support to coordinate activities with maintenance crews to ensure sanitary and storm collection systems and accompanying assets are operated and maintained to ensure compliance with all permits and regulations. Perform investigation and recommend solution(s) for ponding issues Assist in preparing sanitary maps for line cleaning crews and document line
cleaning progress. Support the documentation of sanitary sewer overflow (SSO) including field investigation, as-built research, and reporting to appropriate agencies. Review construction plans to ensure designs are optimized to provide for the maintenance needs for sanitary and storm collection systems and accompanying assets. Perform hydraulic checks for proposed sanitary and storm facilities. Perform gas readings, dye tests, and water sampling when needed for proposed sanitary and storm facilities. Perform inspection of trash capture devices and record findings. Prepare maintenance records and performance measure data to satisfy regulatory requirements. Conduct field investigations related to city and resident concerns. Prepare intra- and interdepartmental and resident correspondence to communicate findings with counterparts in other sections, Departments, and residents. Lead daily tasks of Engineering Technicians and Student interns within the Division. Assist in preparation of training materials for office and field staff. Assist in preparation of public outreach materials and present at conferences as needed. Infrastructure Maintenance (IM) Division - Pavement Engineering The Engineer I/II position for the IM Division, Pavement Engineering group is responsible for delivering City's annual pavement capital improvement projects for the entire network of 2,519 miles of streets with an annual budget of over $90 million per year. This position reports directly to an Associate Engineer and supervises Engineering Technicians and interns. Key duties include, but are not limited to: Manage multiple projects from planning to design, procurement, construction, and close out phase for major streets network pavement and ADA curb ramp projects. Provide input and assistance in implementing new and innovative pavement/ADA curb ramp maintenance strategies (i.e., new processes/asset management strategies, and etc.) Develop both short-term and long-term work plans for both pavement and ADA curb ramp maintenance program. Develop project plans/specifications for both pavement and ADA curb ramp projects. Coordinate with both internal external stakeholders to ensure effective and efficient project delivery. Supervise and mentor engineering technicians and interns. (These qualifications are typically required. An equivalent combination of education and experience sufficient to satisfactorily perform the duties of the job may be substituted.) Education and Experience Engineer I A Bachelor's Degree from an accredited college or university in t he required professional engineering designation or possession of an Engineering-In-Training (EIT) certificate. Professional engineering designation will be specified in the position announcement. Engineer II A Bachelor's Degree from an accredited college or university in t he required professional engineering designation or possession of an Engineering-In-Training (EIT) certificate AND one (1) year of increasingly responsible professional engineering experience reviewing and preparing plans, estimates, and specifications. Acceptable Substitution Certificate of successful completion of the Engineer-In-Training examination issued by the California State Board of Registration for Civil and Professional Engineers, Land Surveyors, and Geologists may be substituted for the required education. Required Licensing (such as driver's license, certifications, etc.) Possession of a valid State of California driver's license may be required. Possession of a Certificate of Registration in the required engineering discipline is desirable.
