JOB SUMMARY First Review March 25, 2024 JOB SUMMARY Responsible for collecting drinking water samples in accordance with EPA and TCEQ requirements for Public Water Systems; conducts wastewater sampling as required by the City's TCEQ approved industrial pretreatment program; conducts wastewater sampling as required by local ordinance; prepares and maintains regulatory compliance sampling records; operates and maintains field and laboratory equipment; responds to customer inquiries and complaints; and performs other related duties. ESSENTIAL FUNCTIONS AND DECISION MAKING ESSENTIAL FUNCTIONS Collects public drinking water samples for compliance with state and federal regulatory requirements:Collects drinking water samples in accordance with City's Monitoring Plan;Collects microbial samples of new construction zones, main breaks, or emergency situations involving the City's water system;Collects daily residual disinfection levels in distribution system.Performs wastewater and industrial pretreatment sampling:Assists in safeguarding the City's wastewater collection system and wastewater treatment plant from toxic and/or hazardous contaminants;Collects wastewater samples from permitted Significant Industrial Users in accordance with the City's TCEQ approved industrial pretreatment program;Collects wastewater samples from other industrial users, such as hotels, restaurants, dry cleaners, medical clinics, nursing homes, mechanic facilities, paint/body shops, carwashes, laundromats;Monitors customer discharge and facilitates the reduction of pollutants and oxygen demanding substances at the source.Performs data entry; prepares and maintains monitoring reports and logs; updates surcharge and industrial customer databases; tracks water and wastewater sampling by completing work orders.Conducts sampling activities with other City departments.Communicates with local laboratories for delivery of samples and analytical results.Conducts a variety of customer service and public relations tasks:Provides guidance and information to customers regarding the City's sewer surcharge program;Recommends measures to prevent pollution and minimize related costs;Responds to and investigates customer complaints regarding various water related matters;Represents the City to customers and regulatory agencies.Operates and maintains various types of field and laboratory equipment:Calibrates and maintains multimeters;Operates and maintains auto-samplers;Operates spectrophotometers;Utilizes GPS and other digital devices.Monitors and maintains supply inventory for area of assignment including various types of sampling supplies and equipment. Two (2) years related water and/or wastewater experience is required. Commensurate combination of education and experience may be considered (college credits in Biology, Chemistry, Environmental Science, or other related field of study shall substitute for work experience). TCEQ OPERATING LICENSING REQUIREMENTS: Must obtain TCEQ Class D Water Operator license, within one (1) year of employment with the City of San Marcos. Must TCEQ Class C Water Distribution Operator license and a TCEQ Class II Wastewater Collections Operator, within four (4) years of employment with the City of San Marcos. Licensing requirements are a condition of continued employment (required training will be provided). A TCEQ Class C Surface Water license or TCEQ Class C Groundwater Treatment Operator license, and TCEQ Class C Wastewater Treatment Operator license may satisfy the licensing requirements.
