The Job The County is recruiting for Supervising Revenue Recovery Officers who supervise, assign, and coordinate the work of Revenue Recovery Officers and support staff; participate in hiring and disciplinary actions; perform and train staff on a variety of collection activities that include resolving complex collection cases, complying with legal codes, securing payment agreements, appearing in court, and seizing unsecured property. The eligible list established by this recruitment may be used to fill vacancies throughout the County as well as in the County Fire Department and Special Districts Department. Official job title for San Bernardino County Fire Protection District: Supervising Revenue Recovery Officer (Fire Dept.) . The County Fire Department and Special Districts Department are separate entities from San Bernardino County , and as such, compensation and benefits for their positions are set forth in a different compensation plan. The salary for County Fire and Special Districts Supervising Revenue Recovery Officer is $54,974 - $75,857 annually (range N31); review the Fire Auxiliary Services and Fire Auxiliary Supervisory Unit MOU for more details. CONDITIONS OF EMPLOYMENT Travel throughout the County may be required. Incumbents must make provision for transportation. At the time of hire, a valid California Class C driver license and proof of automobile liability insurance must be produced by the individual providing the transportation and maintained during the course of employment. Minimum Requirements REQUIRED: OPTION 1 Must possess three (3) years of full-time experience collecting on a large caseload of delinquent accounts for a governmental or third-party collection agency or closely related environment. Primary duties MUST include full-time responsibility initiating and receiving collection calls; investigating financial information to determine debtor's ability to pay; applying skip tracing techniques; and recommending and expediting legal action. Qualifying experience includes collecting on one or more of the following: government debt, medical bills, credit card, unsecured/secured retail debt, OR personal loans. OPTION 2 Must possess t wo (2) years of experience as a Revenue Recovery Officer II (Collections Officer II) with San Bernardino County. SUBSTITUTION Fifteen (15) semester (23 quarter) units of completed college coursework in business administration or closely related field may substitute for one (1) year of the required experience under option 1. (Transcripts MUST be attached if no conferred/awarded degree.) The ideal candidate will have lead experience collecting bad debt for a government agency that includes working over 100 delinquent accounts daily, thorough knowledge of collection techniques, the ability to understand and interpret court orders and laws governing collection practices, strong written communication skills, and experience using Word and/or Excel to compose instructions, procedures, and correspondence.
