The Airport Manager-on-Duty serves as the senior Airport management representative on weekends, nights, and holidays. The Civil Engineer Senior will provide leadership to junior engineering staff, and report to the Director for Design Management. Researches and prepares guidelines for alternative materials and construction installation methods for use in the water and wastewater pipelines and stormwater drainage systems. Participate in the periodic review and update of the City (DWM) Guide Specifications. This requires an update of the specifications for sanitary and combined sewer systems, stormwater drainage systems, and potable water distribution systems. Development of Request for Proposals (RFPs) for Capital Improvement Projects as identified through the City’s Capital Improvement Program. RFP development requires collaboration with several City stakeholders. Provide engineering leadership as a City representative on the Capital Improvement Program projects from the initiation of the project planning phase through the final construction completion. Responsibilities include the review and coordination with other City stakeholders on project design and construction submittals, attendance of project progress meetings, construction observation, and review and approval of invoices for design consultants and contractors’ services. Manages, coaches, and develops junior engineering staff on engineering best practices and the mastery of enterprise-deployed software and management tools to enhance productivity. Provides leadership and guidance on analytical, engineering design and drafting tools. Uses knowledge of engineering principles and standard industry design methodologies in resolving challenges posed by aging underground infrastructure. Required Knowledge, Skills, And Abilities Working knowledge of civil engineering principles and engineering design; working knowledge of drafting, working knowledge of construction; and working knowledge of computer aided design and drafting systems. Ability to interact effectively with various personality styles and with upper departmental management or elected officials. Ability to read and interpret construction drawings. Ability to interpret laws, regulations, and guidelines. Ability to utilize Microsoft suites and project management programs. Ability to establish and maintain effective working relationships with professional colleagues, employees, and representatives of other public agencies. Additional Requirements Establishes work methods, timetables, performance standards, etc. Minimum Qualifications - Education and Experience Bachelor’s degree in Civil Engineering with 5 - 8 years of engineering design experience working on municipal water and wastewater pipelines, and stormwater drainage systems. Preferred Education & Experience Master’s degree in Civil Engineering and 5 years of experience in engineering design, drafting and construction observation. Minimum of 3 years of managerial or supervisory experience is required. Licensures and Certifications Engineer-In-Training (EIT) Certification Required.
