Job Summary: The Assistant Project Manager serves as the University’s representative and project manager for major and minor capital construction projects. Project Managers are responsible for managing all aspects of capital projects, including but not limited to, project budgets, coordination with campus entities, ensuring that work meets quality standards, and complies with all applicable building codes and regulatory requirements. Major duties and responsibilities: Internal Project Coordination Under general direction of the Director of Construction, manages all aspects of assigned projects with campus stakeholder groups. This includes but not limited to identifying project scope and budget, communicating capital project process and schedules, and documenting any decision-making during design phases. Collaborates with campus partners during the construction phase of a project to coordinate campus disruptions, inform building occupants of project work and impacts to the work area, facilitate relocation of furniture, materials or staff during various phases of the project, and manage move-in at the completion of project work. Responsible for campus-wide communications, including posting project impact on the department website and the campus map, as well as providing excellent customer service, responsiveness, and managing customer expectations throughout the capital project life cycle. Manages the work of third party architectural and engineering firms as well as contractors working on campus to ensure that campus decision making is captured in design documents and carried through implementation, that campus standards for construction are being adhered to and that the project is proceeding according to assigned schedule and budget. Provide solutions to project issues and regularly reports project status, hurdles and issues that may impact project schedule and budget to the Director of Construction, the Executive Director of Facilities Planning and Management and the Chief Administrative Officer. Project Documentation Manages and maintains documentation of the project from design through construction. This includes, but not limited to, maintaining project schedules, budgets, plans, communications, etc. in order to document project decision making and approvals, retrieval for audit purposes. Manages the project budget capturing any unforeseen expenses and change orders for review by the Director of Construction and the Capital Outlay Administrator. Ensures the accounting of project expenses to accurately report expenses and spend down of capital allocations in accordance with SUAM. Performs administrative tasks, including draft and signed correspondence, reports/files, memoranda, and other site obligations (e.g. tours, verification of inventory related to payment requests, etc.). Manages in maintaining a current construction project archive and database, and complete necessary forms to process construction management documentation, as well as assist with special project requirements. Performs other classification related duties as assigned, to ensure the smooth functioning of the office of Facilities Planning, Design and Construction. Minimum Qualifications: Required Education and Experience Bachelor’s degree in a design and construction related field, such as architecture, urban planning, project management, construction management, structural or civil engineering, 2-5 years of professional and supervisory experience Required Qualifications The incumbent must possess 2-4 years of progressively responsible administrative, technical, or professional analytical experience in a higher education environment. Working knowledge of California Public Works laws, public contract code, design and construction ordinances, and other regulations applicable to building, construction, maintenance, and repair including California Building Code, California Fire Code, ADA regulations, and other industry standards. Excellent administrative, communication, organizational, interpersonal, effective multi-tasking, and information management skills are required for this position including the ability to interpret, communicate, and apply State, industry and campus policies and procedures. The incumbent must be capable of creating and maintaining detailed and consistent documentation. The incumbent must be able to work in a collaborative teamwork culture, and provide problem solving with a sense of urgency, follow-through, and attention to detail. The incumbent must have the ability to determine campus customer needs and design requirements, with effective time management to resolution of open items. The incumbent must be capable of representing the University and the department in a professional manner. The incumbent must be familiar with all aspects of the design and construction process related to architectural, civil, mechanical, electrical, and other components of construction project management. The incumbent must have experience successfully managing multiple complex minor and major capital projects simultaneously. Ability to read, understand and interpret construction documents. Description Under limited supervision, performs complex professional work ensuring proper application of Civil Engineering principles and techniques. Position focuses on managing Capital Improvement construction projects in compliance with all applicable policies, procedures, laws and regulations. Performs related administrative work as required. Examples of Duties Plan, manages, coordinates, and assists the Capital Projects Management Director in implementing the county-wide CIP. Coordinates with professional, technical, supervisory and support staff; duties include instructing; planning, assigning and reviewing work; maintaining standards and coordinating activities as they relate to the Capital Improvement Plan (CIP). Monitors project progress and ensures timely delivery of the adopted CIP including the annual revision of the CIP Book. Attends public hearings, meetings and pre-construction conferences concerning CIP projects. Manages the CIP in accordance with the Consultant Competitive Negotiations Act (CCNA). Assists the Capital Projects Management Director with grant applications, grant reporting/monitoring, and reimbursements as related to the CIP. Assists the Capital Projects Management Director in working with OMB to allocate CIP project funding allocations. Reviews the work of assigned staff for completeness and accuracy; evaluates performance and makes recommendations; offers advice and assistance as needed. Ensures CIP projects stay within budgetary constraints, meet all contractual requirements and deadlines. Assists the Capital Projects Management Director in developing and implementing the CIP including long range planning of projects as well as daily oversight of active projects. Ensures the CIP is implemented in accordance with Nassau County’s purchasing policies and procedures. Ensures CIP contracts include required conformance with Federal, State and County policies and standards. Reviews bid packages, requests for proposals, requests for qualifications to include scopes of services, specifications, contract documents, location maps, etc.; responds to requests for additional data and/or clarification; reviews bids and proposals and makes recommendations for award to the Capital Projects Management Director.
