Job Description and Duties STAFF PARK AND RECREATION SPECIALIST - SIERRA DISTRICT / DISTRICT OFFICE / SUGAR PINE POINT STATE PARK The reporting location is Sugar Pine Point State Park in Tahoma, CA. This position will serve as Partnerships & Communications Manager for the Sierra District. Under the supervision of the Cultural Resources Program Manager and at the direction of the District Superintendent II, the Staff Park and Recreation Specialist (SPRS) manages the partnerships programs and public communications for the Sierra District. Position Summary The San Francisco Bay National Estuarine Research Reserve (NERR) Director manages the program, supervises staff, manages the budget, coordinates with partner organizations and funders, and provides overall administrative leadership. The SF Bay NERR program ( https://sfbaynerr.sfsu.edu/ ) is a federal and state partnership program of the US Coastal Zone Management Act and is part of NOAA’s network of 30 research reserves nationwide (https://coast.noaa.gov/nerrs/). The SF Bay NERR operates under a cooperative agreement between the National Oceanic and Atmospheric Administration (NOAA), San Francisco State University (SF State; lead state agency), two additional land-owning partners (California Department of Parks and Recreation and the Solano Land Trust), and a state coastal zone management agency (San Francisco Bay Conservation and Development Commission). The SF Bay NERR was established by the state of California for long-term research, education and stewardship of the San Francisco Estuary. It includes two sites that encompass 3,700 acres of intertidal to upland habitats: China Camp State Park in Marin County and Rush Ranch Open Space Preserve in Solano County. The SF Bay NERR has its headquarters at SF State’s Estuary & Ocean Science Center (EOS Center) on the SF Bay shore of the Romberg Tiburon Campus, about 40 minutes north of SF State’s main (Holloway) campus. The Director of the SF Bay NERR leads a dynamic, collaborative, and interdisciplinary estuarine science program with local, regional, and national connections. The position is responsible for strategic and collaborative leadership to improve understanding and stewardship of the San Francisco Bay NERR sites and the San Francisco Estuary, and contributes to strategic leadership for other estuaries through NOAA’s NERR System. The position offers a unique opportunity to oversee the application of research to a variety of issue areas including management of tidal wetlands, nature-based adaptation to climate change, water quality, and habitat restoration. This SF Bay NERR Director is based at the EOS Center on SF State’s Romberg Tiburon Campus and reports to the EOS Center’s Executive Director. Actively facilitate local, regional, and national NERR system coordination and support of positive working relationships among the Reserve’s partner organizations. POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION This is an exciting opportunity for a professional position in the Department of Public Works & Utilities. This person is expected to be the subject matter expert in a wide range of construction activities and methods for the City’s extremely talented project management staff. The primary purpose is for planning, developing and implementing the programs and projects of the Construction Inspection operations. The work consists of several responsibilities: Supervise the Construction Inspection staff in conducting systematic quality assurance inspections of all new and improved construction by capital and development projects of storm drainage systems, roadways, water and sanitary sewer utility systems, and landscaping to check for compliance with applicable City of Westminster codes, standards, specifications, and approved plans Develop and implement policies, procedures, and standards for efficient and effective operation systems in inspecting capital and development projects Manage small capital projects Facilitate large private utility projects through city processes Make recommendations to the Assistant City Engineer for establishing goals and objectives and doing long-range planning for the construction inspection group Prepare and deliver a variety of reports and projects as requested by the Assistant City Engineer Participate in the development and implementation of departmental policies and procedures Work is under the direction of the Assistant City Engineer but with appreciable latitude for independent judgment and action for achievement of desired objectives. This position will require infrequent attendance at evening meetings. An on-boarding program is in place to provide training and acclimation to new staff. The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. Indoor work involves sitting for extended periods in an office environment with frequent exposure to distractions and interruptions created in a multipurpose work environment. Outdoor work performed in this position can be physical in nature and requires sufficient physical stamina and strength to perform inspections in all stages of construction on a routine basis. Outdoor work also requires the ability to stand and walk on uneven terrain in various conditions. Work entails exposure to periods of high activity and stress under demanding conditions. The position requires a great deal of communication with City employees, the public and outside agencies as well as clear articulation of information in presentations and on the telephone. May be required to use personal vehicles to travel to and from meetings and other locations throughout the City and Denver metro area.
