This position is scheduled to receive salary range increases on the following dates:
Effective July 1, 2022 - 3.5% increase
Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

THE OPPORTUNITY
The Deputy Public Guardian I (DPG I) vacancy is within Strategy and Special Projects Department (SSP), Office of the Public Guardian
(PG) . The DPG I is an entry-level (trainee) position.
Incumbents perform their work under close supervision and are expected to demonstrate increasing responsibility and independence in performing investigation and administrative duties, and assume an increasing caseload during the training period. Under close supervision, the DPG I handles the routine cases, while learning policies, procedures, specific techniques and regulations related to conservatorship investigation and case management. The DPG I may advance to the higher-level after gaining sufficient experience demonstrating proficiency, the ability to perform independently and meeting the qualifications for the higher-level class . There is no permanent status in this class. Incumbents must successfully complete probation and qualify for promotion to the DPG II level within the one (1) year probation period or be subject to termination of their trainee status and/or County employment.
Responsibilities will include, but are not limited to:
- Provide court investigations and case management services for conservatorship cases including trusts and properties
- Provide ongoing case management for court appointed conservatorships and trusts
- Secure property of persons who live in Orange County,
- Perform ongoing Estate Administration and fiduciary duties in compliance with all trust stipulations
- Complete timely inventories and accountings
- Closely monitor investment performance and provide advisement to PG's Accounting Services Team
- Conduct interviews with referred individuals, their family, friends, physicians, social workers, mental health staff, police and others to determine the need for conservatorship
- Arrange for and monitor implementation of case plans, treatment plans and continuing care plans for conservatees
- Evaluate and process creditor's claims against the assets of conservatees and authorize payment of valid claims or billings
The ideal candidate will possess a bachelor's degree from an accredited college in social sciences, behavioral sciences, business administration, accounting or a related field, and have at least one (1) year of financial experience with analysis, including reviewing financial statements, estate or trust management. Additionally, the ideal candidate will possess at least three (3) years of experience working with adults and older adults with pervasive disabling mental and/or physical conditions. The candidate must have the ability to maintain appropriate education and professional certification as a Deputy Public Guardian or Conservator as required by California State Association of Public Administrators, Public Guardians and Public Conservators. - Understanding and applying Confidentiality laws, Health Insurance Portability and Accountability Act (HIPAA) and Personal Health Information (PHI) laws and regulations
- Interviewing multiple stakeholders to gain knowledge to advocate for the well-being of the client and ensuring services, such as psychiatric and medical treatment and placement, are maintained
- Acting as a liaison on behalf of clients and representing Public Guardian in Court proceedings

- Managing financial affairs; making financial decisions on behalf of clients and conducting transactions such as receiving income and benefits, reviewing invoices and paying bills, coordinating medical coverages managing investments, maintaining and selling property, applying for and maintaining eligibility to benefits, filing tax returns and providing for conservatee's personal and financial needs.
- Reviewing and making decisions on individualized treatment plan and consulting with other stake holders regarding psychosocial factors involving placement, treatment, financial and personal needs as well as training and support systems to achieve independent living.
- Conducting a thorough investigation of a proposed conservatee's medical, psychosocial, and financial background and making an assessment to determine viable alternatives, whether or not a conservatorship is needed and who should serve as conservator.
- Reviewing bank statements and identifying discrepancies, or missing payments, or lapse in finances for conservatee
- Advocating for clients rights; Making decisions of a personal nature on behalf of and in the best interest of the client regarding shelter, medical and psychiatric care and other daily needs
- Reporting suspicious behavior and circumstances as a mandated reporter
- Ability to assess behavior and recognize potential behavioral and medical issues

- Creating case narratives to document actions/events throughout investigation and case management
- Interviewing clients who may be emotional, hostile, exhibiting psychotic behavior or are uncooperative to obtain a variety of biographical, personal and financial data

- Maintaining up to date and accurate information for each client
Must maintain a valid California driver's license and proof of auto insurance by date of appointment. Incumbents are required to drive their own personal vehicles for conducting services to clients and County business, and will be reimbursed through the mileage claim process.MINIMUM QUALIFICATIONS
- Interviewing family members and medical providers to gain knowledge and insight about clients
- Writing clear, comprehensive, and grammatically correct reports that fully convey a client's condition, background, circumstances and needs to support investigation findings and recommendations
- Informing/persuading family members regarding the (conservatorship process) conservators' rights and responsibilities
- Providing ongoing relevant/critical information in a timely manner to key stakeholders such as the Courts, medical and treatment staff, supervisors and managers and other County and government agencies
