We are looking for someone to fill a Senior Property Conveyances Examiner position. The Senior Property Conveyances Examiner is responsible for the examination of complex legal documents relating to real and personal property to determine their acceptability for recordation in the public records maintained in the Department for Registrar-Recorder/County Clerk.

Essential Job Functions
The Position:

Senior Property Conveyances Examiners typically report to a Supervising Property Conveyances Examiner and are responsible for examining the more complex documents presented for recordation, examining and certifying maps for recordation and serves as lead workers. The position requires the exercise of judgment in those areas where guidelines and precedents may not be applicable or their applicability may not be clear. Incumbents must possess a thorough knowledge of applicable laws, regulations, policies and procedures essential for the protections of property rights when recording legal document.

Essential duties include, but are not limited to:

Acts as lead worker, advises and trains Property Conveyances Examiners in the policies and in the procedures to be followed in examining legal documents for recordation.

Examines the more complex documents to determine their acceptability for recordation.

Determines which prescribed fees are to be charged for the recording of documents.

Reviews documents examined and rejected for recordation by Property Conveyances Examiners.

Examines the more complex documents submitted for recordation to determine applicability of the Documentary Transfer Tax and specific city transfer tax and determines or verifies the amount of tax.

Rejects those documents that are statutorily incomplete noting the discrepancies and needed corrections.

Cites State and County laws, rules, regulations, and policies which provide the basis for acceptance or rejection of documents presented for recordation in the public record.

Examines and certifies maps for recordation.

Ensures that new laws affecting recordation are implemented and followed by Property Conveyances Examiners.

Responds to the more complex questions or complaints from individuals, representatives of title insurance companies, attorneys, lending institutions, and real estate agents pertaining to public recordation of legal documents in the public records.

Act for the Supervising Property Conveyances Examiner in the latter's absence as needed.

Selection Requirements:

Option I:

One year of work experience as a Los Angeles County class of Property Conveyances Examiner*.

Option II:

Three years of specialized work experience** in the review and evaluation of documents relating to real or personal property such as deeds, deeds of trusts, liens, etc.

Desirable Qualifications:
Additional credit will be given to qualified applicants with experience beyond the requirements.

Passing this examination and being added to the eligible register does not guarantee an offer of employment.

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Physical Class:
This job will require light physical effort (Class II) which may include occasional light lifting to a 10-pound limit; some bending, stooping, or squatting; and considerable walking may be involved.

*Property Conveyances Examiner applicants must hold or have held the item as a Los Angeles County employee.

**Specialized experience is defined as performing specialized clerical duties requiring a working knowledge of specialized subject matter and the specialized clerical functions involved and the use of initiative and independent judgment within procedural and policy limits.

Assessment Process:

Once we have determined that you meet one of the requirement options described above, our examination process will consist of an evaluation of experience based on application information, supplemental questionnaire, and desirable qualifications at the time of filing weighted 100%

Eligibility Information:

The names of candidates receiving a passing score of 70% or higher in the examination will be added to the eligible register in order of their score group for a period of twelve (12) months following the date of eligibility.

No person may compete in this examination more than once every twelve (12) months.

Special Information:Available Shift and Vacancy Information:
Appointees may require working any shift, including evenings, weekends, and holidays at the Department of Registrar-Recorder/County Clerk.
