Job Summary *Mohave County Assessor's Department is currently recruiting for the position of Chief Appraiser located in Kingman, AZ* Performs professional and administrative work involved in training, developing, and directing appraisers and clerical support staff in completing ad valorem appraisals. REPORTS TO Work is performed under administrative direction of the Deputy County Assessor. The employee is expected to exercise initiative and independent judgment in performing assigned tasks and in applying guidelines in accordance with established policies and procedures. Work is reviewed through conferences and results achieved. SUPERVISION EXERCISED Supervision is exercised directly, or through subordinate supervisory personnel, over a staff of professional, inspection and clerical support personnel. Essential Job Functions Plans, organizes, and implements real property improvement and land appraisal and assessment programs in accordance with regulatory and departmental requirements. Selects, plans, assigns, supervises, and evaluates the work of subordinates. Formulates Division policies, procedures, and techniques to ensure standardized implementation of appraisal and assessment activities throughout Mohave County. Research, forecasts, and plans for future capabilities of appraisal and assessment programs. Directly supervises subordinate staff members, conducts performance reviews, and recommends necessary disciplinary actions. Maintains awareness of current issues in the appraisal and assessment fields. Attends professional conferences as required. Prepares, analyzes, and presents oral and written reports. Interfaces with other Department Divisions, community/governmental agencies and organizations, professionals, and the public to coordinate services and activities. Receives, compiles, and analyzes activity reports to evaluate the efficiency and effectiveness of programs and staff production. Reviews and assists appraisers in performing ad valorem appraisals, responding to questions, and resolving problems. Manages and performs statistical analysis of appraisal-related datasets and forms conclusions based on standard appraisal methods and techniques. Applies conclusions to Mohave County’s value base. Assists in interpreting state statutes and Department of Revenue guidelines. Reviews and analyzes sales data and construction techniques. Assists in the initiation and development of continuing education programs for staff. Provides in-house meetings and seminars for training purposes; develops articles, manuals, and training materials for use in the office and in the field; acts as training liaison to the department of revenue to assure maintenance of appraisers' professional certification and to increase appraisal knowledge. In the appeal process, either personally or directs staff to compile records, investigate and analyze appraisal and assessment processes, make corrections, or prepare defense. SECONDARY JOB FUNCTIONS Performs related work as required. Performs special assignments as requested. Exercise regular and predictable attendance and punctuality in accordance with Mohave County Personnel Policies and Procedures. Minimum Qualifications Associate of Arts (AA) Degree in Business Administration, Real Estate, or a closely related field. Level II Department of Revenue Certified Appraiser. Five (5) years of appraisal experience including real (residential, commercial, and vacant land) and personal property. Appraisal experience in a government organization. Three (3) years of supervisory experience. OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications. PREFERRED REQUIREMENT Bachelor’s Degree in Business Administration, Real Estate, Accounting, Statistics, or closely related field. 3 Years managing the appraisal function in an Assessor’s office. SPECIAL JOB REQUIREMENT Provide acceptable driving history at no cost to the County. Must possess a valid driver’s license for operation of motor vehicles on Arizona roads at the start of employment and maintain said license while employed in this position. Local, State and Federal laws and regulations pertaining to real estate, land valuation, and personal property transactions. County government operations, organization procedures and policies. Appraisal and assessment information sources and local factors affecting residential, commercial and industrial appraisals. Department policies, rules and procedures. Mohave County Personnel Policies and Procedures, and Department Regulations. Skill in: Interpreting, explaining and applying laws, rules, policies and procedures. Utilizing applicable information and computer systems. Maintaining professionalism with the public, co-workers, and work contacts. Ability to: Pursue and continue obtaining professional knowledge and applying modern appraisal methods and techniques. Plan, organize and administer a major appraisal and assessment program. Exercise judgment and discretion in matters of policy design and implementation and personnel management. Make equitable and objective value appraisals and assessments and make decisions in accordance with established policies and regulations. Analyze administrative, organizational and personnel situations and determine appropriate or alternative actions. Set priorities, assign, schedule, train, supervise and evaluate work activities and to persuade assigned personnel effectively. Develop and administer appraisal and assessment related training programs. Apply mathematical computations to appraisals and assessments such as the measuring and calculating of square footage and perimeters of property or the depreciation of equipment. Interpret legal descriptions and documents, maps, construction plans and other descriptive materials relating to real and personal property. Operate standard office equipment to include computers, typewriters, copy machines, and calculators. Gather and analyze appropriate relevant data and prepare and present logical, concise and complete reports and property value opinions. Communicate clearly and concisely, both orally and in writing. Maintain a professional leadership role. Interact courteously with the public and obtain from them the information necessary to assist them.
