May assist in the routing, preparation and submission of contracts and invoices. May recruit and recommend hiring and selection of staff for programs; coordinates, trains, assigns, reviews, and evaluates work; may recommends disciplinary actions. May direct and teach a specialized recreation activity. MINIMUM QUALIFICATION GUIDELINES Education/Training/Experience: High School Diploma or G.E.D. and two (2) years of part-time experience in program coordination, administration, record keeping or clerical duties involving managing tasks and timelines. Two years of college coursework in a field of study related to the specific program needs may be substituted for experience. Technical and professional experience in the assigned program area is desirable. Licenses and Certificates : May require the ability to attain a valid Class C California driver’s license and have an acceptable driving record, depending on assignment. May require certification by the Red Cross as a Lifeguard, CPR certification, First Aid certification, and Water Safety Instructor certification, depending on assignment. Training provided for all certifications required per state or federal guidelines when assigned to Risk Management. Knowledge, Skills, and Abilities: Requires the ability to coordinate and/or supervise program participants, activities and resources. Requires the ability to plan, organize, review and evaluate work of other staff. Requires working knowledge of the methods of data collection, tracking, and basic statistical methods of reporting trends. Part-time employees are enrolled in PARS (Public Alternate Retirement System). All part-time and seasonal employees contribute 7.5% each pay period on a pre-tax basis. The pool is open year round, heated to a comfortable 80 degrees, and is 50 meters in length. The pool also boasts heated changing rooms and showers. What you will be doing: Under supervision, Assistant Pool Managers and Pool Managers are responsible for seasonal and year round operation of a community swimming pool, including lead supervision of pool lifeguards, swimming instructors, and other employees; the application and enforcement of rules and regulations governing the health, safety, and welfare of patrons; the overall operation and maintenance of the pool, its equipment, and facilities; the conduct and expansion of various swim instruction programs; and the determining of priority of use of the pool and its facilities. GENERAL DESCRIPTION OF POSITION A water safety instructor will be trained in all the latest Red Cross procedures for providing water safety instruction and lesson delivery systems. Instructors supervise and maintain safety in the pool area while teaching water safety, swimming, and diving skills to patrons of all ages. Instructors will be responsible for delivering proper class content and completion of all recording materials required by Red Cross and the City. Incumbents support daily program operations, maintains sanitation and cleanliness of pool and surrounding area; assists in scheduling and conducting aquatic activities. SUPERVISION RECEIVED Works under general supervision of the Aquatics Manager and Assistant Aquatics Manager. SUPERVISION EXERCISED Exercises supervision over all students in their program, and as a mentor of new instructor employees who are in training. Minimum Qualifications/Special Requirements EDUCATION AND EXPERIENCE Minimum of 16 years of age or older to be employed with City of Kingman as a Certified Water Safety Instructor (applicant must be 15 years of age to enter Red Cross certification program with approval of Lesson Instructor). Some experience working with the public. Be able to complete Red Cross Instruction certification program or convert from another Water Safety Instructor certification program to Red Cross. SPECIAL REQUIREMENTS Some assignments may require valid Arizona state driver’s license or ability to obtain one. Requires possession of a valid certification from a water safety instructor organization (Ellis, Red Cross, Starguard). Requires possession of Cardio-Pulmonary Resuscitation (CPR), First Aid, Automated External Defibrillators (AED) and Bloodborne Pathogens Training certifications . Monitors swimming and other pool activities to prevent accidents; Writes and completes accident, incident and other related reports and forms as required by Red Cross and City of Kingman. Enforces pool safety rules and regulations. Supports the relationship between the City of Kingman and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; promotes the City goals and priorities, and complies with all City policies and procedures. Maintains up-to-date rosters, confirms appropriate paperwork and forms are completed and on file for class/students, and students are enrolled in the correct level. Prepares lesson plans, session goals, and skill certificates for each student and each class; Manages students in a timely, kind, patient, and enjoyable manner while maintaining class decorum conducive to learning. Performs or aides in appropriate rescues in the event of an emergency, providing appropriate care, and using resuscitation techniques if needed, within the boundaries of training, to program participants or observers while utilizing personal protective gear. Assists in the preparation of posters, fliers, and related promotional material related to aquatic programs, lesson schedules, content requirements and special events. Performs a variety of miscellaneous duties such as answering the phone, typing, data entry, public speaking to youth groups and classes, and general public relations and promotion of the City Aquatic and water instruction/lesson programs. Monitors and maintains pools for cleanliness and sanitation, informing supervisors of noted issues. Performs routine maintenance such as skimming pool, hosing deck, arranging deck chairs, etc. Makes periodic tests of water in the pool to determine chemical balance of chlorinators. Attends all necessary meetings and trainings as scheduled. Completes written materials such as: daily attendance, accident/incident forms, timesheets, evaluations and other related records and reports. Provides excellent and proficient customer service to both internal and external customers. Regular attendance is an essential function of this job to ensure continuity; Maintains regular, reliable and punctual attendance and adherence to scheduled hours of work. May be required to work early mornings, afternoons, evenings, weekends and holidays as needed; Performs all work duties and activities in accordance with City policies and procedures; follows safety policies and practices, works in a safe manner, and reports unsafe activity and conditions. PERIPHERAL DUTIES May operate golf cart on park premises. If 18 years of age or older, may operate a city vehicle to run errands and attend to events. As needed, unlock and lock facilities. KNOWLEDGE Exhibits knowledge and certification of an approved Red Cross instructor or related Water Safety Instructor certification organization and the skills that are to be taught are in accordance with Red Cross program requirements. LAGUNA BEACH MARINE SAFETY ASSOCIATION (LBMSA) Pay Plan: The basic pay ranges are composed of eight (8) steps. Overtime/Compensatory Time: All unit employees shall be compensated at a rate of time and one-half for all hours worked in excess of forty (40) hours per workweek. Recurrent Hourly Lifeguards may request compensatory time off subject to approval by the appointing authority. They may accumulate a maximum of eight (8) hours of compensatory time at the employee’s option. An additional sixteen (16) hours of compensatory time may accumulate with management approval. Use of compensatory time is subject to management approval on a request-by-request basis. Special Pay: All unit employees shall receive a pay advance of two pay steps and 5% of their base pay for obtaining their Emergency Medical Technician (EMT) certification. Equipment Allowance: Effective the pay period that includes July 1 of each year all unit employees shall be paid an amount of $250.00 for necessary, self-procured equipment, including sunglasses, mask, snorkel, fins, binoculars, and a jacket. Retirement: The City shall deduct 3.75% of the gross pay from eligible unit employees’ bi-weekly paychecks and contribute such amount to the Public Agency Retirement System (“PARS”) accounts of all said eligible “Seasonal Ocean Lifeguards,” or to another qualified retirement program that has been agreed upon by the parties and is applicable to “Seasonal Ocean Lifeguards.” Additionally, the City shall contribute the equivalent of 3.75% of unit employees’ gross pay into eligible unit employees’ PARS accounts. For Recurrent Hourly Lifeguards only, the City shall contribute the equivalent of 7.5% of unit employees’ gross pay into the eligible employees’ PARS accounts, or to another qualified retirement program that has been agreed upon by the parties and is applicable to Recurrent Hourly Lifeguards. Deferred Compensation Plan: All Recurrent Hourly Lifeguards will be eligible to make voluntary contributions to one of the City’s 457(b) deferred compensation plans. Health: For Recurrent Hourly Lifeguards only , medical coverage will be provided as follows: The City will pay the full cost of the HMO plan rate for employee only; family coverage will be offered at full cost to employee. Part-time unit members who qualify for medical coverage under the Affordable Care Act will be offered access to the City’s HMO plan. Eligible employees who elect coverage under the City’s plan shall pay the entire premium amount, with no contribution from the City. Flexible Spending Plan for Recurrent Hourly Lifeguards: Each January, the City will deposit a lump sum amount of five hundred dollars ($500) into a flexible spending plan for each Recurrent Hourly Lifeguard to use for eligible IRS 125 expenses (medical, prescription, dental, vision). Skin Cancer Screenings: Annual skin cancer screening examinations shall be provided to all unit employees at a facility selected by City. Unit employees who are screened off duty will be paid one (1) hour of compensation. Sick Leave: Effective July 1 of each year, employees are granted 3 days or 24 hours, whichever is greater. In October of each year, employees will be granted one additional sick day or 8 hours of sick leave, whichever is greater, above the statutory paid sick leave. Employees may carry over accrued sick days to the following year, with a maximum cap of 6 days or 48 hours, whichever is greater. Accrued sick leave will be restored if an employee separates from the City but returns within 12 months.

A typical combination is as follows: A qualified applicant must be at least 16 years of age as of June 10, 2024. Education : Graduation from high school or equivalent is required if over the age of 18. Experience : Successful completion of the City of Laguna Beach Marine Safety Tryouts, and subsequent successful completion of the City of Laguna Beach Seasonal Ocean Lifeguard Academy is required. Supplemental Information Required Knowledge : Principles and practices of modern, open-water lifesaving techniques; equipment and apparatus used in ocean lifesaving operations; appropriate Basic Life Support and EMT protocols; surf, local climate and ocean environment, currents and hazards, water quality, geographic conditions and how they affect the beach and rescue environment; procedures of record keeping; principles of basic report preparation; principles and practices in dealing with the public; federal, state, local, and municipal ordinances pertaining to recreational use in a marine environment, California Harbor and Navigation Regulations and California Fish & Game Codes; specialized lifesaving equipment and public relations skills. Required Abilities : Run, swim, paddle and make rescues in adverse weather and surf conditions; quickly assess emergencies and adopt effective courses of action; use compass and navigational aids; learn, interpret, apply and enforce the policies, procedures, laws, ordinances and regulations dealing with the enforcement of municipal and marine law and the City department and division policies and procedures; maintain and prepare accurate and complete narrative reports from personal observations and information provided by others, using correct English spelling and grammar; use a computer for word processing, record keeping and other routine duties; speak clearly and understand and carry out written and verbal instructions, operate standard office equipment, learn and understand pertinent procedures and functions quickly and perform without immediate supervision using appropriate judgment; remain calm and courteous under pressure, accept responsibility and accountability for the performance of duties and maintain effective, professional, courteous and cooperative working relationships with those encountered in the performance of duties. Laguna Beach: With seven miles of City beaches and towering hills with captivating Pacific views, Laguna Beach residents enjoy some of the most stunning landscapes in Southern California. The City of Laguna Beach hosts millions of visitors to its world-famous arts festivals and beautiful beaches. Services provided to its resident population of approximately 24,000 include police, fire, marine safety, recreation, parks, public works, community development, parking, transit and animal control. The Department: The City of Laguna Beach, Department of Marine Safety protects over six million beach visitors along five-and-a-half miles of the City's coastline. Every day of the year, lifeguards ensure safety and provide customer service to the visitors on the beach, boardwalk, and in the ocean. The Marine Safety Department provides the City of Laguna Beach with the highest level of lifeguarding services and is recognized as an Advanced Agency by the United States Lifesaving Association. LAGUNA BEACH MARINE SAFETY ASSOCIATION (LBMSA) Pay Plan: The basic pay ranges are composed of eight (8) steps. Overtime/Compensatory Time: All unit employees shall be compensated at a rate of time and one-half for all hours worked in excess of forty (40) hours per workweek. Recurrent Hourly Lifeguards may request compensatory time off subject to approval by the appointing authority. They may accumulate a maximum of eight (8) hours of compensatory time at the employee’s option. An additional sixteen (16) hours of compensatory time may accumulate with management approval. Use of compensatory time is subject to management approval on a request-by-request basis. Special Pay: All unit employees shall receive a pay advance of two pay steps and 5% of their base pay for obtaining their Emergency Medical Technician (EMT) certification. Equipment Allowance: Effective the pay period that includes July 1 of each year all unit employees shall be paid an amount of $250.00 for necessary, self-procured equipment, including sunglasses, mask, snorkel, fins, binoculars, and a jacket. Retirement: The City shall deduct 3.75% of the gross pay from eligible unit employees’ bi-weekly paychecks and contribute such amount to the Public Agency Retirement System (“PARS”) accounts of all said eligible “Seasonal Ocean Lifeguards,” or to another qualified retirement program that has been agreed upon by the parties and is applicable to “Seasonal Ocean Lifeguards.” Additionally, the City shall contribute the equivalent of 3.75% of unit employees’ gross pay into eligible unit employees’ PARS accounts. For Recurrent Hourly Lifeguards only, the City shall contribute the equivalent of 7.5% of unit employees’ gross pay into the eligible employees’ PARS accounts, or to another qualified retirement program that has been agreed upon by the parties and is applicable to Recurrent Hourly Lifeguards. Deferred Compensation Plan: All Recurrent Hourly Lifeguards will be eligible to make voluntary contributions to one of the City’s 457(b) deferred compensation plans. Health: For Recurrent Hourly Lifeguards only , medical coverage will be provided as follows: The City will pay the full cost of the HMO plan rate for employee only; family coverage will be offered at full cost to employee. Part-time unit members who qualify for medical coverage under the Affordable Care Act will be offered access to the City’s HMO plan. Eligible employees who elect coverage under the City’s plan shall pay the entire premium amount, with no contribution from the City. Flexible Spending Plan for Recurrent Hourly Lifeguards: Each January, the City will deposit a lump sum amount of five hundred dollars ($500) into a flexible spending plan for each Recurrent Hourly Lifeguard to use for eligible IRS 125 expenses (medical, prescription, dental, vision). Skin Cancer Screenings: Annual skin cancer screening examinations shall be provided to all unit employees at a facility selected by City. Unit employees who are screened off duty will be paid one (1) hour of compensation. Sick Leave: Effective July 1 of each year, employees are granted 3 days or 24 hours, whichever is greater. In October of each year, employees will be granted one additional sick day or 8 hours of sick leave, whichever is greater, above the statutory paid sick leave. Employees may carry over accrued sick days to the following year, with a maximum cap of 6 days or 48 hours, whichever is greater. Accrued sick leave will be restored if an employee separates from the City but returns within 12 months.
