Job Summary Plans, organizes, coordinates, and provides supervision and oversight for the City’s water production, treatment and storage facilities; provides administrative support and assistance to management in areas of expertise. Supervises the use and operation of tools, equipment, and vehicles; ensures that tools, equipment, and vehicles are safely operated, maintained, and secured when not in use; schedules service, repair, and replacement of tools and equipment. Inspects work in progress and completed work of assigned employees and contractors for accuracy, proper work methods and techniques, and compliance with applicable standards and specifications. Coordinates assigned services and operations with those of other divisions and outside agencies. Supervises the operation and maintenance of water production and treatment facilities using supervisory data acquisition and control (SCADA) system to ensure adequate supply of water for distribution in the system to meet normal and emergency consumer demands. Oversees water quality monitoring by ensuring operational adjustments made to the treatment system follow water quality standards and regulatory requirements. Reads and interprets schematics, drawings, diagrams, blueprints, and related technical documentation. Provides staff assistance to management; prepares and presents staff reports and other written materials; supervises the establishment and maintenance of reports, records and files; ensures the proper documentation of operations and activities. Provides information to the public; investigates and responds to complaints and inquiries from citizens, other departments, and agencies; recommends corrective actions to resolve issues. Maintains files, databases, and records related to water construction and maintenance and operations; prepares a variety of written reports, memoranda, and correspondence. Represents the City in meetings with members of other public and private organizations, community groups, contractors, developers, and the public. ILLUSTRATIVE EXAMPLE OF DUTIES Wastewater Treatment Plant Operations and Process Control: Responsible for the operations of CKTP's wastewater treatment, Biosolids processing, and recycled water production. Legally responsible under Washington Administrative Code for operation of the Central Kitsap Wastewater Treatment Facility in compliance with State National Pollutant Discharge Elimination System (NPDES) permit as the operator in charge and back up operator in responsible charge as defined in WAC 173-230. Evaluates wastewater process trends and data to adjust process control parameters to ensure treatment of effluent meets NPDES permit requirements. The knowledge and understanding of the treatment processes (physical, biological, and chemical); preliminary, primary, secondary biological nutrient removal (BNR), tertiary treatment (up flow sand filters), air and odor systems and UV disinfection. Troubleshoot and make proper adjustments with seasonal hydraulic flows and loadings. THE DEPARTMENT The Vallejo Water Department is a dynamic organization engaged in growth and positive change for the benefit of our customers and community. The Department provides potable water to 121,000 customers through a highly complex system including multiple raw water sources, three treatment plants, a Sludge Dewatering Facility, 600 miles of distribution pipes, 8 pressure zones, 27 pump stations, and 37,000 service connections. Vallejo Water is a Treatment-5/Distribution-5system. In 2017, Vallejo water services transitioned from a division of Public Works, to a standalone Water Department reporting directly to the City Manager. This change gives drinking water-related operations and issues greater visibility and strategic direction for the benefit of rate-payers. The Water Department's strategic goals include: infrastructure reliability, public trust, sustainability, organizational performance, and financial viability. The Water Department has six Divisions: Water Treatment, Engineering, Distribution, Watershed and Facilities Management, and Administration/Conservation. A typical way to obtain the knowledge and abilities would be: Ex perience: Five years of increasingly responsible operations and maintenance experience with a water or wastewater utility agency, company, or organization. Previous experience must have included at least two years of full supervisory experience over assigned staff. Education/Training: Equivalent to completion of the twelfth grade supplemented by the completion of coursework or specialized training in water technology, water resources, regulatory requirements, construction technology, or a closely related field. Licenses or Certificates: Possession of, or ability to obtain, a valid Class C California Driver License by the time of appointment. Possession of a Grade 2 Treatment Operator Certificate issued by the California State Water Resources Control Board by the time of appointment. Possession of, or ability to obtain a Grade V Distribution Operator Certificate issued by the California State Water Resources Control Board within 12 months of appointment. WORKING CONDITIONS Work Environment: The work environment for this job class is divided between an indoor setting with the Utilities division/plant, and outdoors in the field.
