Job Description

Job Summary

Performs secondary line supervisory work involved in maintaining the administrative, business and clerically-oriented processes in the Voter Registration Division. Position is responsible for maintaining the administrative, business and clerically-oriented processes of all election and voter registration duties to ensure compliance with applicable Federal and State laws, rules and regulations. Position assists in establishing office policies and set standards for the interpretation and application of division policies as they apply to the office functions. This class is also distinguished because of the level of work it supervises, the responsibility for a number of separate functions, the complexity and impact of the functions.

REPORTS TO
Work is performed independently under the general direction of the County Recorder. The employee is expected to exercise initiative and independent judgment in accordance and ensuring compliance with established procedures and regulations.

SUPERVISION EXERCISED
Directly exercises immediate to general supervision over Voter Registration/Election workers.

Essential Job Functions

ESSENTIAL JOB FUNCTIONS
  • Supervises, coordinates, directs and participates in the activities of assigned division.
  • Determines best course of action in the completion of assignments in division including setting priorities.
  • Instructs personnel on County and departmental personnel rules, policies, and procedures; serves as division liaison to other County departments; maintains strict confidentiality of personnel information processed as part of regular division business.
  • Completes performance evaluations; may make hiring recommendations; recommends disciplinary actions; approves vacations and time off ; prepares work schedules and assignments; supervises the activities of assigned personnel; instructs personnel on departmental policies, procedures and techniques; and provides training.
  • Assists and instructs assigned personnel in the resolution of difficult problems and situations.
  • Assists general public in the resolution of difficult problems and situations.
  • Prepares, complete, accurate and timely reports, records and logs.
  • May perform any duties and responsibilities of division as required.
  • Exercises skill with computer programming and analysis, custom reports, and statistics.
  • Update voter records/street filesand other data base maintenance.
  • Lead Voter outreach efforts.
  • Early voting site set up/confirmation/delivery/equipment updates.
  • Assist with hiring and training temporary election workers.
  • Preparation of Department of Justice (DOJ) documentation and submission.
  • Assist in departmental budget preparation and inventory.
  • Petition and early ballot signature verification.
SECONDARY JOB FUNCTIONS
  • Providing excellent customer service while working early voter counter.
  • Preparing ballots for mailing.
  • Driving to early voting sites picking up and delivering ballots.
  • Assist with redistricting, Global Information Systems (GIS), street file projects and maintenance.
  • Oversees early ballot procedures.
  • Performs related work as required.
  • Performs special assignments as requested.
  • Exercise regular and predictable attendance and punctuality in accordance with Mohave County Personnel Policies and Procedures.


Minimum Qualifications

  • Associates in Public Administration, Business Management, Accounting or closely related field.
  • Two (2) years voter registration or elections experience OR
  • Three (3) years progressively responsible experience in the performance of advanced/specialized level work as an Office Specialist in assigned or related department OR
  • An equivalent combination of education, experience, and training may be considered in meeting the minimum qualifications.
PREFERRED QUALIFICATIONS
  • Bachelor's Degree in Public Administration, Business Management, Accounting or closely related field.
  • Three (3) years Voter Registration or Elections experience.
  • AZ SOS Elections Officer Certified.
  • CERA (Certified Election Registration Administrator).
  • Knowledgeable with Arizona State Statues.
  • Completed handwriting analysis class.
  • Knowledgeable with Arizona State Voter Registration system.
  • Works well under pressure and long hours.
SPECIAL JOB REQUIREMENT
  • Must be able to receive state certification with AZ SOS (Secretary of State) as an Elections Officer within 24 months of hire.
  • Must be able to complete a handwriting analysis class within 24 months of hire if not previously completed.
  • Must possess a valid driver's license for operation of motor vehicles on Arizona roads at the start of employment and maintain said license while employed in this position.
  • Provide acceptable driving history at no cost to the County.


Knowledge, Skills & Abilities

Knowledge of:
  • Office management practices and procedures.
  • Voter Registration or Elections procedures and policies.
  • Operation and maintenance of computer peripheral equipment such as high speed printers, tape, disk, and computer display terminals or similar devices.
  • Windows and Microsoft Word and Excel.

  • Performing research and compile information from a variety of sources.
