Initiates the development and/or revision of municipal purchasing policies within the framework of the municipal code; recommends updates of purchasing-related municipal codes.

Develops, maintains and evaluates appropriate purchasing systems, records, forms, procedures and controls.

Develops specifications for the purchase of municipal services, equipment, supplies and materials.

Coordinates the bidding process, including developing quotation requests, arranging for advertising, analyzing bids, and selecting or recommending vendors and contractors.

Requests quotations for and negotiates the purchase of specialized services and products.

Prepares purchasing correspondence and comprehensive reports for presentation to the City Manager, City Council, department heads, vendors and contractors.

Participates in the selection, training and evaluation of subordinate technical and clerical personnel; establishes work standards.

Develops and administers the Purchasing Division budget.

Supervises the preparation of purchase orders from requisitions.

Responds to departmental and vendor inquires and complaints regarding purchasing-related issues; coordinates purchasing-related activities with other City departments.

Coordinates the cooperative purchasing program between the City and other public agencies.

Oversees the maintenance of the vendor list and vendor catalog library.

Disposes of all surplus property.

Job Description

  • Up to $108,684 annually (salary range:$81,096 - $108,684)

Under general direction of the City Finance Director and Budget and Purchasing Manager, plans, directs, and coordinates the operations of the central purchasing division; supervises the purchasing program for the City; coordinates the cooperative purchasing program with other public agencies; and performs related work as required.


This classification performs responsible work in supervising the centralized purchasing activities of the City within legal requirements and departmental policies. Work is distinguished from the subordinate technical and clerical classes by the overall responsibility of supervising the Purchasing Division. Work is assigned by the Finance Director and Budget and Purchasing Manager who is distinguished from the Purchasing Supervisor classification by the responsibility for administering the operations of divisions within the Finance Department. Work is evaluated through conferences and reports.
