JOB SUMMARY: Under the general supervision of a Supervising Industrial Waste Inspector, the incumbent inspects industrial firms to determine the nature of business, the wastewater generating processes, the magnitude, type and strength of wastes produced; the adequacy of pretreatment equipment and its compliance with related legal requirements; discusses problems with the firms' management and seeks to effect corrections; issues citations; responds to emergencies and investigates plant upsets and sewer problems to determine if caused by illegal, excessive or unusual industrial waste discharges; determines sources of offending wastes; conducts sampling of wastewater and chemical tests; recommends solutions to correct offending waste problems; assists company representatives with the discharge permit application procedures and related paperwork; prepares documentation for court hearings; prepares reports, letters and memoranda; and performs related duties as required. This job may be filled at either level. The INDUSTRIAL WASTE INSPECTOR I is the training level class of the series. Incumbents learn to perform inspections of industrial firms to recognize violations. The INDUSTRIAL WASTE INSPECTOR II level is the journey level class of the series. Incumbents independently conduct the full range of inspections of industrial firms and issue citations for violations. This class differs from the Industrial Waste Inspector I class by the greater technical knowledge, and larger scope of projects assigned. MINIMUM QUALIFICATIONS Applicants must possess a valid California Class C driver license; - AND - for the INDUSTRIAL WASTE INSPECTOR I level, applicants must have two years of experience performing the duties of a laboratory technician or sub-professional engineering class or equivalent, - AND - Completion of 12 semester units in biology, chemistry or closely related field. For the INDUSTRIAL WASTE INSPECTOR II level, one year of experience performing the duties of an Industrial Waste Inspector I; - OR - Two years' experience conducting industrial wastewater treatment inspection to detect offensive industrial waste and recommending solutions, - AND - Completion of 12 semester units in biology, chemistry or closely related field - OR - Two years of additional qualifying experience. DESIRABLE QUALIFICATIONS: Bachelor's degree in biology, Chemistry, Environmental Science, Water Technology, or related field. Completion of an Environmental Compliance Inspection certification. For the INDUSTRIAL WASTE INSPECTOR II : Industrial processes and where waste streams are generated; standard methods for testing of industrial pollutants, sampling techniques and control instrumentation; flow measuring techniques; chain of custody procedures for court samples; Solvent Management/Toxic Organic Management Plans; rain diversion and/or treatment processes; Districts' wastewater regulations; policies and guidelines including Combustible Gas Monitoring Systems (CGMS) and Spill Containment Guidelines; waste minimization methods; effects to sewerage systems and ground waters caused by the intrusion of untreated industrial waste. Ability to : Utilize techniques to inspect facilities which may generate industrial waste and verify conformance with specifications; and maintain effective work relationships with the representatives of industrial and commercial firms, other public and regulatory agencies, and the public; maintain records and write reports; learn to identify safety hazards associated with pretreatment control functions; prepare and maintain documentation; prepare correspondence, technical reports and evidence for legal proceedings; learn whether chemical storage facilities conform with Districts' industrial waste regulations; utilize computer to compose reports and obtain data; learn to review documentation/manifests to ensure proper offsite hazardous and non-hazardous waste disposal. OC San is currently looking to fill the role of a Senior Mechanic (Collections) . Under general supervision, troubleshoots, services, and performs increasingly complex preventative and corrective maintenance and repairs on, and rebuilds equipment, vehicles, and machinery found in wastewater treatment plants, collection systems, pumping stations, and related facilities and infrastructure; cleans sewer lines, manholes, and wet wells; ensures high-precision, millwright craftsmanship work quality; operates and maintains specialized industry tools and various hand and power tools and equipment; oversees and directs work of staff during confined space entry or special projects as assigned; and performs duties as assigned. When assigned to Collection Maintenance: Develops cleaning plan for assigned crew; directs and participates in cleaning sewer lines, manholes, and wet wells; reads line location blueprints; opens manhole covers; sets-up atmospheric monitors; attaches a tire or ball to line cleaning rig to remove debris from lines; sets up a combo vacuum truck for staff to use to remove debris from manholes; removes floating debris; shovels grit at bottom of wet well and scraping all grease that is on wall of wet well. Monitors and controls wastewater flow and pump station processes to ensure efficient and safe operation of facilities and equipment. Performs increasingly complex pump station maintenance and repair work; scrubs and cleans facilities; removes rags and debris; exercises valves; greases and replaces fan belts; replaces air filters; conducts routine inspections, identifies malfunctions and determines root cause, troubleshoots pumps and other equipment, and takes corrective action including removing, replacing, or repairing parts and pumps; installs and monitors flow meters and gas flaps in sewer lines. Performs manhole frame and cover replacement duties; raises manhole covers to street level by operating jackhammer to remove asphalt and concrete; lifts manhole ring with appropriate equipment; mixes cement, sand, and gravel to form concrete; removes broken asphalt and concrete; pours and smooths concrete and resets ring cover. Performs work on off-site pumping systems, air compressors, scrubbers, blowers, and hydraulic systems. Assists in performing preventative and routine maintenance on interplant gas pipelines. Locates underground utilities by use of blueprints and electronic locating equipment in accordance with Underground Service Alert (USA) regulations. Qualifications & Requirements High school diploma or G.E.D. supplemented by specialized training such as relevant trade school in the areas of mechanical equipment maintenance and repair. Three (3) years of increasingly responsible experience applying preventive and corrective mechanical maintenance skills on related wastewater plant equipment as well as analyzing mechanical systems and processes. A valid Grade II Collection System Maintenance Certificate from the California Water Environment Association. A valid California Class B Driver's License with air brakes and tanker endorsements. Desirables: Experience on pump station equipment and collection systems. Experience in gravity sewer line cleaning. Certified Maintenance and Reliability Technician (CMRT) certification from Society for Maintenance and Reliability Professionals Completion of National Association of Sewer Service Companies (NASSCO) - Manhole Assessment & Certification Program (MACP) and Pipeline Assessment Certification Program (PACP).
