The County of San Mateo's Health System is seeking a well-qualified Mental Health Program Specialist - Correctional Health Servicesto coordinate and assist with specialized projects in San Mateo County's Correctional Health Service Forensic Mental Health Division such as training efforts for clinicians, as well as continue to develop on-boarding processes for clinicians; supervise a small staff of clinical professionals; assist with setting up service delivery systems; carry a limited clinical caseload; and perform related duties as assigned.

The current vacancy is in Correctional Health Services Forensic Mental Health Division located in Redwood City and will travel between the Maguire Correctional Facility and Maple Street Correctional Center on a regular basis.

Responsibilities include, but are not limited to, the following:
  • Coordinate and assist with specialized projects in mental health such as training efforts for clinicians, as well as continue to develop on-boarding processes for clinicians.
  • Establish and maintain program procedures which are consistent with Federal, State and local laws governing mental health services.
  • Assist with program planning and development.
  • Assist with setting up service delivery systems.
  • Research and prepare grant proposals for specific mental health projects.
  • Evaluate and integrate changes in legislation into the program procedures.
  • Provide clinical consultation to various agencies.
  • Compile data and prepare program evaluations and other reports.
  • Develop collaborative working relationships in a corrections setting.
  • Supervise a small staff of clinical professionals.
  • Evaluate employee performance of subordinates assigned to program.
  • Carry a limited clinical caseload.
  • Provide on-call rotating duty assignment as assigned.

This position will supervise clinicians and must meet the Board of Behavioral Sciences requirements of being licensed for at least two (2) years prior to the commencement of supervision; practicing psychotherapy or providing direct supervision to ASWs or MFT Interns or Trainees who perform psychotherapy, for at least two of the past five years immediately preceding supervision. Additionally, if the applicant is an LCSW or LMFT, the applicant will need to complete a one-time 15-hour course in supervision prior to the commencement of employment or within 60 days of commencement of supervision. Psychologists are exempt from this training requirement. Furthermore, if the applicant is an LMFT, the applicant will need to complete a minimum of six hours of supervision training every two-year renewal period thereafter.

Theideal candidatewill possess the following skills and qualifications:
  • Experience working with culturally and ethnically diverse populations.
  • Experience working with incarcerated adult population in a correctional environment.
  • Proficiency in providing trauma informed services for both mental health and substance use/abuse treatment services in a clinical setting.
  • Knowledge of Recovery Model, Evidenced Based Practices, and current best practices in the fields of addiction treatment and mental health and co-occurring mental illness and substance use.
  • Competence in supervising multi-disciplinary and multi-cultural staff and assisting with an internship training program.
  • Ability to provide leadership to negotiate and solve complex problems and resolve conflict.
  • Flexibility in job assignments and able to work among line clinical, administrative staff, consultants and management.
  • Strong organizational skills with an ability to work within multiple systems promoting change, while managing many levels of detail in implementation.
  • Knowledge of computer applications that inform program performance and program management.

Qualifications
Licensure/Certification : Possession of a current California licensefor at least two (2) years prior to the commencement of supervisionin at least one of the following: Clinical Psychology; Clinical Social Worker; or Marriage and Family Therapy.

Security Clearance: This position requires that the applicant obtain and maintain a security clearance as a condition of employment.

Education and Experience : Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is three years of experience as a Mental Health professional.

Knowledge of : Basic program management techniques and practices; individual, group and family psychodynamics; psychological diagnostic methods and terminology; current principles and practices of psychiatric casework; human and health services systems in the County including private agencies and other community resources; various methods used in individual and group therapies such as role playing, play, art and milieu; and methods and techniques used in mental health education.

Skill/Ability to : Prepare grant proposals and written reports; set realistic treatment goals and facilitate their attainment; evaluate patients/clients degree of mental disability or emotional distress; and supervise and train interdisciplinary staff.
