The Office of the Agricultural Commissioner/Sealer of Weights and Measures is a regulatory agency. Working cooperatively with various federal, state and local agencies, Agricultural Commissioner and Sealer of Weights and Measures programs are regulatory-based and geared toward local enforcement and compliance with agricultural, environmental and marketplace laws and regulations. The goal is to provide protection of consumers, the agricultural industry, and the environment while encouraging the continuity of agricultural trade and commerce.

The mission of the Agriculture Department is to promote and protect the agricultural industry and to protect public health and the environment. The Agricultural Commissioner enforces laws and regulations that assure the continuity of agricultural trade and commerce. The Sealer of Weights and Measures enforces laws and regulations associated with transactions involving a count, weight or measure to ensure fair trade and equity in the marketplace.

THE POSITION

The Assistant Agricultural Commissioner/Sealer of Weights & Measures assists the Agricultural Commissioner/Sealer in managing and directing a group of assigned staff and operational and administrative functions within the Agriculture Department and the Division of Weights and Measures. This is an assistant department head level position, responsible for assisting in the planning, coordination and administration of departmental operations. The employee in this position assists in establishing and administering operational policies, goals and procedures and in developing and administering the department budget. Responsibilities of this position, demand thorough knowledge of and expertise in executing programs within state legal requirements, county ordinances, policies, and procedural guidelines that benefit the consumer, the environment, public safety, and the agricultural industry.

This position is an "at-will" senior management position and is exempt from the civil service; incumbents serve at the discretion of the appointing authority.

POSITION REQUIREMENTS

Education:
A Bachelor Degree from an accredited college or university; with major in agriculture, biological sciences, physical sciences, or a related field. See "Document Submittal Requirements" for more information.

Experience:
Five years of increasingly responsible experience in agricultural inspection and weights and measures testing and inspection with at least two years of experience equivalent to a Deputy Agricultural Commissioner/Sealer of Weights and Measures in Solano County.

SPECIAL REQUIREMENTS

Applicants shall possess a valid license as a Deputy Agricultural Commissioner and/or a Deputy Sealer of Weights and Measures issued by the California Department of Food and Agriculture. If incumbent does not possess both licenses, incumbent must achieve the other license within three (3) years of appointment. See "Document Submittal Requirements" for more information.

Possession of a valid license as an Agricultural Commissioner and/or Sealer of Weights and Measures issued by the California Department of Food and Agriculture is highly desirable. If incumbent does not have either license, then the incumbent must achieve one of the licenses within three (3) years of appointment and the other license within five (5) years from appointment.

Possession of a valid Class C California driver's license is required; independent travel and some overnight travel is required. Note: The driver's license must be kept current while employed in this class.

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2019 calendar year is $1,498.09 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.

Solano County participates in CalPERS retirement and contributes to Social Security.

The County observes 12 fixed, paid holidays per year. 1 flexible paid holiday per year.

Vacation is accrued at approximately 20 days per year.

Effective July 1 of each year, 80 hours of administrative leave is granted.

Sick leave accrues at approximately 12 days per year.

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 15, 20, 25, 30 and 35 years. Employees may receive credit for prior years of service employed with California cities, counties, joint power authorities, and other special districts as approved by the Director of Human Resources and the County Administrator.
