Summary

The City of Menifee is seeking an enthusiastic team player to join the Community Development department. Under general supervision or direction, the incumbent provides responsible and varied entry level to journey level analytical duties in providing responsible and complex staff support to the Community Development department; coordinates, oversees, and participates in administrative service areas, programs, and/or functions within the department; participates in policy development and strategic planning; develops, summarizes, and maintains administrative and fiscal records; coordinates assigned activities with other divisions, outside agencies, and the general public; and performs related work as required.

Job Description

This is the entry-level class in the Management Analyst series. Initially under close supervision, incumbents perform analytical and technical staff work by researching, assembling, analyzing, and interpreting data and by preparing correspondence and reports with recommendations to management on a wide variety of administrative, fiscal, grants, budgetary, personnel and legislative issues within the department. As experience is gained, assignments become more varied and are performed with greater independence. Positions at this level usually perform most of the duties required of the positions at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. 

Examples of Essential Functions

  • Performs duties in budgetary and grants analysis and control, legislative analysis, administrative analysis and research, systems and procedures analysis. 
  • Participates in and oversees the development and administration of departmental budgets; monitors revenues and expenditures; identifies and recommends resolutions for budgetary problems.
  • Plans, oversees, and administers highly complex department-specific programs and projects; develops and manages program budgets, including revenue projections, multi-year cash flow analysis, and cost containment.
  • Serves as a management liaison to various boards, committees, and citizen advisory groups, as assigned.
  • Participates in the development and implementation of new or revised programs, systems, procedures, and methods of operation; compiles and analyzes data and makes recommendations regarding staffing, equipment, and facility needs.
  • Conducts a variety of analytical and operational studies regarding departmental and programmatic activities, including complex financial, budget, personnel, operational, or administrative issues or questions; evaluates alternatives, makes recommendations, and assists with the implementation of procedural, administrative, and/or operational changes after approval; prepares comprehensive technical records and reports, identifies alternatives, and makes and justifies recommendations.
  • Prepares and submits City Council agenda reports and various other commission, committee, and staff reports, resolutions, ordinances, and correspondence regarding assigned activities.
  • Confers with other management staff regarding provision of administrative and support services.
  • Maintains accurate records and files.
  • Coordinates and organizes community events; represents City to residents in explaining City policies; provides outreach and public education programs to the community.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of community development; researches emerging products and enhancements and their applicability to City needs.
  • Assists in developing programs to measure and enhance community satisfaction with Community Development policies and services, including surveys and focus groups. 
  • Assists with administering contracts and preparing grant applications. 
  • Performs other duties as assigned.

Job Requirements

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, or a closely related field; AND one (1) year of  increasingly responsible experience performing analytical and technical staff work in municipal government.
