WITHHOLD INFORMATION :
- Unclassified employees who have attained permanent County status on a classified position by successful completion of the initial probationary period, with no break in service since leaving the classified service.
- Full-time employees in the unclassified service with at least six months of full-time experience in the unclassified service by the last day of filing.
Permanent employees who have completed their initial probationary period and hold a qualifying payroll title may file for this examination if they are within six (6) months of meeting the experience requirements by the last day of filing. However, the names of such employees will be withheld from the certification list until the required experience is fully met.DEFINITION:
Performs inspections and investigations under the auspices of the Unified Program Agency of sites that generate hazardous waste or handle hazardous materials, and functions as local health officer under authority of the County Code.CLASSIFICATION STANDARDS:
Positions allocable to this journey level class report to a Supervising Hazardous Materials Specialist and independently performs assignments related to the enforcement of hazardous materials/waste laws,regulations and local ordinances. Incumbents must exercise a knowledge of hazardous materials/waste laws and regulations as well as established procedures and methodologies for enforcement. Incumbentsmay be assigned to a variety of assignments involving hazardous materials inspections, emergency operations, and other functions.
Incumbentsmay berequired to bend, stoop, climb and lift moderate weights while performing inspections, investigations, site reviews and associated tasks; don personal protective gear required for response to hazardous materials spills, biological materials, or other threats; perform all such tasks under a wide range of temperature conditions and have the ability to pass a respiratory protection program examination.
Essential Job Functions
- Analyzes industrial manufacturing processes to identify materials used, waste streams, their characteristics, and volume.
- Explains regulations and provides advice on hazardous materials/waste management to businesses/agencies; identifies and recommends waste treatment and management techniques.
- Reviews hazardous material incidents and makes recommendation for corrective measures to control or eliminate hazards.
- Responds to emergency incidents or disasters involving the spill or release of hazardous materials/waste or threats to public health and the environment.
- Coordinates and participates with police, fire, healthand other governmental agencies in joint inspections, investigations, and clean-up activities.
- Collects field samples, evaluates data from instrument readings, conducts technical field tests, and performs various standardized environmental and occupational tests.
- Issues noticesof violation regarding hazardous materials/waste requirements.
- Prepares and provides technical testimony in legal and administrative proceedings.
- Performs inspections of facilities that generate hazardous waste or handle hazardous materials to determine the nature of the facility operation, potential hazards, types of chemicals used, and handling, storage and disposal methods.
- Investigates complaints from public and other agencies related to hazardous materials/waste; identifies hazardous waste, its source and quantity, and the responsible entity.
- Collects, records, and prepares documents, oral statements, photographs and other evidence taken during investigations for enforcement.
- Prepares reports, written memos and oral briefings regarding findings from inspections and investigations.
- Enforces the proper handling, storage and disposal of hazardous materials/waste.
- Participates in recurrent classroom and practical training in a range of areas such asbioterrorism, chemical and radiation emergency response, and interface and liaison with other County departments and other agencies.

A Master's degree** from an accredited*** institution in industrial hygiene, chemistry, toxicology, geology, environmental health, public health, chemical engineering, or industrial engineeringAND
two (2) years ofexperience in hazardous waste control**** or
other program element under a Unified Program Agency's responsibility.Option 4:
California registration as an Environmental Health Specialist*****AND
two (2) years of experience in hazardous waste control**** or

A valid California Class C Driver License******is requiredto perform job-related essential functions. PHYSICAL CLASS :3 - Moderate:
