OVERVIEW Under the direction of the assigned supervisor, the Engineering Tech Analyst incumbents perform technical review within the Development Engineering Section of the Department of Community Development. The incumbent reviews civil site plans for proposed commercial and residential projects, designs for stormwater, grading and erosion control, and traffic impacts. As project lead for assigned SDAPs, review and direct field inspectors during construction, review and approve construction changes, manage permit closeout, including applicable bonds, certifications, as-built drawings and fees. Provide information to property owners, investors, real estate developers and other interested parties pertaining to site development and grading applications, ordinances, codes and related community development information. Assists building inspectors and enforcement staff in assuring compliance with applicable codes and ordinances. Works with the staff for legal action to resolve troublesome or non-complying cases. Prepares necessary documentation, presents evidence, provides testimony, and recommends dispositions as required. Position Summary (Classified as: Police Dispatcher I) Full-time position available on or after April 1, 2024. Under general supervision, the incumbent independently performs standard dispatch communications duties involving receiving and relaying calls for assistance via telephone, radio or computer terminal; police department record keeping and reporting functions; and related department support functions. Data entry of citations, found property, evidence, Live Scan, and other police and department records. Retrieves police reports and crime complaints for attorneys, courts and victims. Receives and processes requests for police, crash and arrest reports, background checks and public information requests. Performs other related duties as assigned. Receives visitors, answers questions, takes complaints and relays information received as appropriate. Receives payments and inputs into CashNet cashiering system; balances cash drawer at end of shift. Prepare deposit for transfer to Cashiers. Participates in public safety presentations & training for students, faculty, staff, and the general public. Other duties as assigned. Minimum Qualifications Education: High school diploma or equivalent. Experience: One year of verifiable experience using a switchboard and two-way radio communication system in a law enforcement or comparable agency within the last ten years. Knowledge, Skills, Abilities Working knowledge of legal codes, requirements, procedures and techniques for receiving complaints and calls for service and for dispatching and communicating with campus officers in the field. Ability to effectively converse using police radio systems. Working knowledge of public safety-related agencies and the respective communications protocols. Achievement of the P.O.S.T. Dispatcher Certificate. Working knowledge of and ability to use applicable computerized and automated dispatch and law enforcement systems and databases (Tri-Tech, FileMaker, CashNet, PMB, HTE, and ARMS highly desirable) to enter, research and retrieve data as necessary. Ability to independently respond and act quickly, accurately evaluate information and situations, and make appropriate decision in routine, non-routine and emergency situations. Working knowledge of geographical layout and ability to read maps and floor plans to provide directions to officers in the field. Ability to accurately interpret written policies, follow oral and written instructions, and transfer information. Ability to provide clear and concise verbal directions quickly and accurately. Ability to present and summarize information in a variety of written formats, using clear and concise language. Ability to establish and maintain effective working relationships, interact with all members of the campus community and general public, and maintain composure in highly stressful situations or when dealing with difficult individuals. Ability to maintain the confidentiality of sensitive information. License or Certifications Incumbents must have completed or be able to attend and successfully complete the Police Officers Standards and Training (P.O.S.T.) Dispatcher Course. Incumbents who, upon hire, do not possess a P.O.S.T. Dispatcher Certificate also will be required to pass a written test related to essential dispatching skills. Additionally, incumbents must successfully pass supplemental P.O.S.T. requirements for dispatchers such as a background check, physical and psychological examinations, drug testing, and related requirements. Field checks electrical, plumbing and/or mechanical plans of residential, industrial and/or commercial buildings for proper installation and use of materials according to applicable codes. Receives complaints regarding substandard structures and ordinance violations; conducts building permit and related preliminary research and establishes complaint file; conducts site visits or confers with City personnel regarding violations; ensures that accurate case files are maintained. Prepares abatement letters; conducts follow-up procedures including preparation of additional correspondence, site visits, communication with complainants, attorneys and property owners involved in code violation cases; gathers evidence, prepares reports of inspections conducted and assists in preparing cases for legal action. Maintains records of inspections; prepares reports; conducts studies and investigations of issues related to building, planning and development. Participates in the processing of permits; prepares records for microfilming, storage and retrieval. Responds to questions and provides information to the public; assists other City staff involved in building related activities. Qualifications Knowledge, Skills and Other Characteristics: To perform this job successfully, and individual must be able to perform each essential function. Knowledge of: Building tools and materials, and methods of building construction; and Accepted safety methods. Minimum Qualifications: A combination of experience and training that would likely provide the required knowledge, skills, and abilities may be qualifying. A typical way to obtain the knowledge and abilities would be: Experience: O ne (1) year experience in one or more of the general building trades, construction, inspection or a related field. Education: Completion of a two-year certificate/associates degree in Building Technology and Code Compliance. Licensing/Certification Requirements: Certification as a Building Inspector by the International Congress of Building Officials, or registration as a Construction Inspector Division II-Buildings issued by the American Construction Inspectors Association. A valid California drivers license. Working Conditions: Regularly requires climbing ladders and scaffolds, walking on roofs and crawling under houses. Occasional potential exposure to hazardous conditions when inspecting commercial/industrial locations.
