Job Description and Duties Under the general supervision of the Chief, Office of Federal Programs, the Emergency Relief (ER) Program Manager works with cities, counties, transportation planning agencies, districts, other headquarters units, the California Emergency Management Agency (Cal EMA), Federal Emergency Management Agency (FEMA), and the Federal Highway Administration (FHWA).
