Summary

Under limited direction of the Planning Director, the Assistant Director of Planning and Development Services provides leadership in establishing policy for the municipal planning, zoning, and development activities of the City. This position provides leadership and direction to the City Council and City commissions and boards. The incumbent will assist in supervising and coordinating the activities and work of the planning, building, permitting and CDBG divisions, including the Building Official. The Assistant Director maintains and promotes contact with all City departments, community organizations and civic groups, business leaders, engineers, architects, City Council, commissions and boards, various regional, state, and federal agencies, and the general public.

Job Description

  • Assists in providing administrative direction to the planning, building, CDBG, and permitting divisions, as well as planning and zoning, subdivision development, land use planning, code interpretation, CDBG monitoring, and workforce housing.
  • Performs City planning and zoning functions, responds to citizen inquiries and complaints, reviews plans and plats submitted to the City for approval for conformity with Master Plan and zoning ordinances, and reviews and develops long-range planning reports.
  • Assists with the preparation and administration of the budget for planning, building, and CDBG divisions.
  • Assists with interviews, selections, training, and evaluating subordinate departmental personnel.
  •  Confers with and advises architects, builders, attorneys, contractors, engineers, and the general public
  • regarding City development policies and procedures.
  • Consults with, conducts studies for, answers questions from, and makes presentations and
  • recommendations to the Planning and Zoning Commission, City Council, Zoning Board of Adjustments, Construction Standard Board of Adjustments, Historic Preservation Commission, and other governmental
  • and private sector organizations and groups.
  • Assists in conducting surveys and making statistical analyses of data collected.

Job Requirements

  • Bachelor’s degree in urban planning or a related field from an accredited college or university is required.
  • Master’s degree is preferred.
  • Seven years of progressively responsible, full-time work experience in municipal planning and development services, including supervisory and managerial experience, is required.
  • The selected candidate must possess AICP certification within one year of hire date.
