THE POSITION With supervisor approval, incumbents may be eligible for intermittent remote work; however, they must physically reside within the Sacramento region or have the ability to regularly report to a City of Sacramento physical worksite with little notice. The Community Development Department is seeking an experienced leader as the Assistant Director to support and assist the department director in the management and direction of the department. The Assistant Director oversees administrative operations and programs within the department; collaborates with division managers on strategic planning; and coordinates activities with other departments, outside agencies, and other stakeholders. IDEAL CANDIDATE STATEMENT The ideal candidate will possess extensive knowledge of the administrative and operational requirements of the Community Development Department. The Assistant Director is authorized by the department director to act on their behalf on all aspects of department operations. The City of Bozeman operates under a city commission-city manager form of government. The City Commission is composed of four members and a Mayor who are all elected at-large. The Position
The Assistant City Manager provides leadership and assists in the direction of organizational management, and administrative operations and activities of the City Manager. The work is performed under the direction of the City Manager, but extensive leeway is granted for the exercise of independent judgment and initiative. Supervision is exercised over City Department Heads, and other administrative support personnel. Responsibilities and Duties
Performs a variety of administrative duties in support of the City Manager in the execution of prescribed ordinances, resolutions, and regulations, including implementing all policies set forth, and serving as the acting City Manager in the absence of the City Manager
Plans, directs, and supervises the City’s organizational management and administration, as assigned by the City Manager, and ensures all operations are executed in accordance with prescribed policies, procedures, and codes of ethics
Develops goals, plans, and measurements for the identification and evaluation of the City’s problems and deficiencies, and assumes lead staff responsibility in managing City improvement and/or development projects

Any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work will be considered.
The Ideal Candidate
The ideal candidate will work closely with the City Manager to carry out the City Council’s initiatives and set the tone and vision for the employees of the city. The ideal candidate will be an established or up-and-coming leader with strong knowledge of public administration principles and experience in fiscal planning, strategic planning and organizational development; experience working in a university town and/or a growing community will be beneficial.
The ideal candidate must exhibit strong coordination and relationship-building skills in working with the entire organization and set a positive example of competence, professionalism, energy, and work ethic to the organization and community.
The ideal candidate will be a professional leader who has the capacity and interest to be an effective mentor and inspires staff to achieve excellence. Salary
The salary range for this position is between $184,000 to $202,000 commensurate with experience along with a comprehensive benefits package that includes 15% additional compensation that may be used to supplement housing costs or deposited into a supplemental retirement plan. Relocation expenses will be reimbursed up to $10,000. Temporary housing may also be available for the successful candidate, if coming from out of the area.

Government
The City of Bozeman operates under a city commission-city manager form of government. The City Commission is composed of four members and a Mayor who are all elected at-large. The Position
The Assistant City Manager provides leadership and assists in the direction of organizational management, and administrative operations and activities of the City Manager. The work is performed under the direction of the City Manager, but extensive leeway is granted for the exercise of independent judgment and initiative. Supervision is exercised over City Department Heads, and other administrative support personnel. The Ideal Candidate
The ideal candidate will work closely with the City Manager to carry out the City Council’s initiatives and set the tone and vision for the employees of the city. The ideal candidate will be an established or up-and-coming leader with strong knowledge of public administration principles and experience in fiscal planning, strategic planning and organizational development; experience working in a university town and/or a growing community will be beneficial.
The ideal candidate must exhibit strong coordination and relationship-building skills in working with the entire organization and set a positive example of competence, professionalism, energy, and work ethic to the organization and community.
The ideal candidate will be a professional leader who has the capacity and interest to be an effective mentor and inspires staff to achieve excellence. Effective communication along with strong collaboration and team building skills will be necessary for this individual to be successful. Advanced written and oral communication skills are imperative.
Salary
The salary range for this position is between $184,000 to $202,000 commensurate with experience along with a comprehensive benefits package that includes 15% additional compensation that may be used to supplement housing costs or deposited into a supplemental retirement plan. Relocation expenses will be reimbursed up to $10,000. Temporary housing may also be available for the successful candidate, if coming from out of the area.

Works closely with maintenance engineering and technical support staff to develop effective solutions to transit vehicle maintenance, reliability, and obsolescence problems. 6. Investigates accidents, unusual occurrences, and grievance issues; determines root cause, develops and implements resolutions or corrective actions, and applies appropriate labor agreement provisions. 7. Ensures compliance with applicable CPUC, EPA, OSHA, water district, sanitary district, fire department, and other regulatory agency rules and regulations. 8. Selects, trains, motivates, and evaluates maintenance personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures. 9. Participates in the development of and manages the shop's annual budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements adjustments. 10. Serves as the liaison for the assigned maintenance shop with other divisions, departments, and outside agencies; negotiates and resolves sensitive and controversial issues. 11. Serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence. 12. Conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to maintenance programs, policies, and procedures as appropriate. 13. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of fixed rail transit vehicle maintenance. 14. Responds to and resolves difficult and sensitive citizen inquiries and complaints. 15. Responsible for employee attendance and pay approvals. Minimum Qualifications Education : Possession of a bachelor’s degree in business administration, Engineering, or a closely related field from an accredited college or university. Experience : The equivalent of six (6) years of full-time verifiable professional experience in revenue rail transit vehicle maintenance, which must have included at least two (2) years of management experience. Other Requirements : Responsibility for revenue vehicle and shop problems 24 hours, 7 days per week on-call. May be required to work shifts of varying hours, days off, and duty assignments on a short notice as required by management. Ensures coordination of emergency response team during unforeseen circumstances. Substitution : Additional experience as outlined above may be substituted for the education on a year-for-year basis. A college degree is preferred.
