TYPE OF RECRUITMENT:
DEPARTMENTAL PROMOTIONAL JOB OPPORTUNITY

Restricted to permanent employees of the Department of Health Services who have successfully completed their initial probationary period.

Current employees in the unclassified service who meet the following criteria also qualify to participate in this exam:

  • Employees who have attained permanent County status on a classified position by successful completion of the initial probationary period, with no break in service since leaving the classified service.
  • Full-time employeeswith at least six months of full-time experience in the unclassified service at the time of filing.

DEFINITION:
Coordinates and participates in the analysis of State and Federal legislative proposals affecting the delivery of local services by major departments of the County of Los Angeles.

Essential Job Functions
Coordinates, reviews, and performs analysis of proposed Federal and/or State legislation as to the impact on departmental programs and services working in conjunction with fiscal managersand the heads of program units.

Coordinates the development and makes recommendations on proposed legislation and proposed board policies to departmental management and to the Chief Executive Office.

Coordinates the collection of information in order to develop new proposed legislation and policies which will have positive impacts on the delivery of departmental program services for sponsorship by the County.
Consults with departmental program administrators, managers, and Chief Executive Office to review and make recommendations on proposed legislation, regulations, and policies dealing with programs, funding, or newly enacted laws.

Consults with department program administrators for the investigation and response to constituent inquiries from local (e.g. Board of Supervisor), State and Federal officials to ensure a timely, coordinated response.

Assists with the preparation of Board communications (memos, letters, email, etc.) and assists in monitoring the follow-up activities concerning departmental operations.

Develops and acts as a liaison with representatives from other governmental jurisdictions and agencies to share and exchange information.

Staffs committees and commissions on health programs and Board related matters, prepares policy briefs and research, and collaborates with executive level staff regarding agenda items and discussion topics.

Staffs committees and prepares policy briefs and other information for committee members.

Presents to civic/stakeholders on major legislation and/or Board-related activities.

Provides technical direction to subordinate staff responsible for specialized areas of legislative analysis, as needed.

Acts as head of legislative analysis unit in the absence of the unit supervisor, as needed.

Requirements

SELECTION REQUIREMENTS:
A Bachelor's degree* from an accredited college or university in Social Sciences or Humanities -AND- Three (3) years' progressively responsible administrative**, advisory*** or staff capacity**** experience in analyzing and making recommendations for the solution to problems of procedure, budget, legislation, government, personnel or similar complex problems as an Administrative Assistant I or higher in the County of Los Angeles.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASSII - Light: Light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

****Staff capacity is defined as: Worked performed to assist and support administration by doing research and making recommendations to administration for the solution of problems relating to organization, program, procedures, budget or personnel.

DESIRABLE QUALIFICATIONS
  • Experience working with local, state, or federal government officials.
  • Experience responding and working on Board-related assignments and activities, including Board memos, Board letters, Board motions, and/or Board requests.
  • A Master's degree* or higher in Social Sciences or Humanities.

EXAMINATION CONTENT :
This examination will consist of two parts:
Part I- An evaluation of education and experience based upon application information and desirable qualifications weighted 50%.

Part II- An Appraisal of Promotability designed toevaluate Knowledge and Skills, Analytical Problem Solving, Leadership Ability, Written and Oral Communication, and Personal and Public Relations weighted 50%.

Candidates must achieve a passing score of 70% or higher on each weighted part of this examination in order to be placed on the eligible register.

ELIGIBILITY INFORMATION :
Applications will be processed on an "as received" basis, and those receiving a passing score will be promulgated to the eligibility register accordingly.

The names of candidates receiving a passing score in the examination will be added to the eligible register and will appear in the order of their score group for a period of twelve (12) months following the date of promulgation.

NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.

SPECIAL INFORMATION :
Appointees may be required to workany shiftincluding evenings, nights, weekends and holidays.
