The District is seeking an experienced manager with outstanding skills and a collaborative approach to serve as the manager of the District’s Capital Improvement Program and Project Engineering Division. Under general direction from the Manager of Engineering and Technology Services, this middle-management position will effectively and proactively manage and direct the planning, development and implementation of the District’s Capital Improvement Program; monitor, evaluate, guide and support Project Engineering supervisors and staff in the execution of engineering project management work for major capital improvements and facility upgrades; collaborate extensively with internal and external stakeholders representing the District on a variety of issues; and perform other related work as required.

The Ideal Candidate will:

  • Possess extensive experience and knowledge in the planning, development and administration of a Capital Improvement Program including budgeting, tracking and reporting, and capital project delivery from planning through construction, with a deep understanding of the principles, practices, concepts, and codes and standards of engineering design, estimating, contracting and construction of a variety public works including water production, storage, transmission, and distribution infrastructure;
  • Possess a thorough understanding and significant experience with environmental evaluations under CEQA and NEPA as well as the requirements of environmental regulatory agencies, both state and federal, including but not limited to the United States Army Corps of Engineers, Regional Water Quality Control Board, California Department of Fish & Wildlife, etc.;
  • Exhibit the ability to effectively negotiate to resolve sensitive, controversial and other challenging issues;
  • Demonstrate expertise and proficiency in identifying, securing and managing external grant funding;
  • Demonstrate a proven leadership approach and excellent management skills to support, motivate and mentor a team of effective engineering professionals with a wide range of experience, skills and specialties;
  • Demonstrate initiative and be a self-starter, with strong program management skills and a proactive approach to addressing issues and finding creative solutions;
  • Be a collaborative team player with demonstrated abilities to build and maintain strong and effective relationships with internal and external stakeholder, other agencies, organizations and groups to represent the District’s interests in an effective and positive manner; and
  • Possess exceptional knowledge, skills and abilities related to the items listed in those categories below.

Job Description

Thorough Knowledge of: Engineering principles, practices and methods, particularly as applied to water utilities; engineering economics including cost/benefit analyses and alternatives analyses; federal, state and local laws and regulations governing the construction and operation of water facilities, water treatment processes, environmental regulations, and workplace safety; engineering project management methods and techniques; budget administration, principles of employee supervision and personnel management. Skill in: Using a personal computer. 

Skill and Ability to: Plan, organize and direct an effective project engineering program; apply engineering principles and techniques to the solution of engineering problems; review alternative engineering processes and calculate life cycle costs; prepare engineering specifications, requests for proposals, contract documents, and design drawings; plan, assign and supervise the work of subordinate staff; communicate effectively, both orally and in writing; present technical information to non-technical audiences; maintain detailed and accurate records; prepare clear and concise written reports; establish and maintain good working relationships with those contacted in the course of the work.

Job Requirements

Possession of a Baccalaureate degree from an accredited college or university with a major in engineering and five years of full time professional engineering experience, at least two of which was in a supervisory or administrative capacity equivalent to an Engineering Supervisor II.

Additional Requirements: Possession of a valid Class C California driver’s license and a satisfactory driving record and  California State Registration as a Professional Civil Engineer.
