Each year approximately 18,000 cases are reported to the Department, of which about half fall within its jurisdiction. The Department of Medical Examiner-Coroner conducts about 5,700 autopsies per year, making it one of the largest coroner’s offices in the world. It has also become one of the most technologically advanced offices in the world, due to the complexity of cases investigated, including numerous high profile cases. What you will do: As a Forensic Technician I you will assist pathologists in performing autopsies at the Department of Medical Examiner-Coroner. This position requires incumbents to lift and move heavy equipment and decedents while preparing for, and assisting in, autopsies and other job-related duties. Essential Job Functions Prepares decedents for post-mortem examinations by removing specified decedent or specimen from crypt storage area and placing it on the autopsy table, verifying decedent's identity from a toe and ankle tag, setting up the necessary equipment instruments and solutions in order to ensure compliance with Federal and State laws, County ordinances, safety guidelines, and departmental policies. Assists the pathologist in performing autopsies by opening the cranium, thoracic and abdominal cavities using tools; excising and dissecting organs and specimens using instruments; obtaining blood samples and other body fluids for toxicological examinations; recording weights of organs and body fluids; preparing specimens for cultures; filing pathologic specimens; suturing and cleaning bodies; and returning decedents to crypt storage area under close supervision. Assists in performing minor laboratory work by preparing specimens for examination and assuming responsibilities for the proper storage of specimens. Assists the pathologist in identifying, gathering, and properly storing physical evidence by maintaining a proper chain of custody to ensure the integrity of the collected evidence in compliance with the Federal and State rules regarding evidence collection, safety guidelines, and departmental policies and procedures. Cleans and maintains the autopsy room, equipment, and tools by sterilizing instruments, removing soiled linens, stocking clean linens and other necessary supplies to ensure proper and safe functioning of the autopsy room and equipment. Takes custody of the decedent's personal effects (e.g., money and valuables) by creating a written inventory of decedent's collected property in the presence of a witness, storing them at the Department or securing them at the death scene in order to safeguard or properly transfer the possession of said property to the decedent's next of kin. Interacts with a variety of individuals to collaborate with other Coroner staff and law enforcement agencies and provide general information to families and members of the public in order to represent the Department in a professional, sensitive, and empathetic manner and facilitate communication and cooperation between the Department and interested parties. Prepares a variety of written documents by compiling and organizing the necessary information and composing the text in a logical manner using appropriate computer software programs in order to facilitate accurate and effective communication, reporting, and record keeping within the Department. Complies with all applicable health and safety standards by following the applicable guidelines and reporting defects or problems so they can be appropriately addressed or repaired in order to maintain a clean, safe, and professional work environment. Provides testimony in judicial proceedings by conveying procedural and/or technical information related to procurement of evidence and/or property during the autopsy with professionalism and clarity in order to accurately represent the findings determined by the Department, as needed. Requirements We are looking for dedicated individuals who have either: OPTION I: One year* of experience handling, transporting, and preparing deceased persons for post-mortem examinations and subsequent release at the level of Forensic Attendant**. OPTION II: An Associate of Science (A.S.) Degree***, or higher, in Mortuary Science. LICENSE: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. PHYSICAL EXPECTATIONS: This class involves frequent heavy lifting over 25 pounds, often combined with bending, twisting, or working on irregular surfaces; and occasionally requires extraordinary physical activity. SPECIAL REQUIREMENT INFORMATION: * One year is defined as full-time work of forty (40) hours per week for twelve (12) months for a total of 2080 hours or more. CAREER DESCRIPTION DEPUTY CORONER T his recruitment is open to the public beginning Monday, November 6, 2023 for a minimum of five (5) business days, and will remain open on a continuous basis until 11:59 p.m. (Pacific Time) on the day the Department's needs are met. Incumbents will be periodically rotated through assignments, shifts, including nights, weekends and holidays. POSITION/RECRUITMENT INFORMATION This recruitment is being held to establish an Open Eligible List to fill current and future Deputy Coroner vacancies until the next recruitment. THE DIVISION The Coroner Division is an investigative unit responsible for carrying out the statutory duties of the Coroner. Those duties include investigation into the circumstances surrounding all deaths falling within the Sheriff-Coroner's jurisdiction for the purpose of determining the identity of the deceased, the medical cause of death, the manner of death, and the date and time of death. Medico-legal death investigations are conducted countywide on all homicides, suicides, accidents, suspicious and unexplained deaths. Other duties include notifying the next of kin, safeguarding personal property, collection of evidence, and completion of mandatory records and documents. The Division is also proactive in the community, participating in programs geared towards preventing drunk driving and drug use; identifying consumer products causing fatal injury; domestic violence, child abuse and elder abuse; and providing educational services for medical, legal and law enforcement professionals. Other contributions to the community includecooperative relationships with non-profit organ and tissue procurement agencies to enhance the quality of life and save lives. The Division also collaborates with research organizations pursuing medical science advancements. General Duties: Conduct medico-legal death investigations of all sudden, violent, and unexpected deaths that occur within the County of Orange in order to determine the circumstances, manner, and cause of death, and the identity of decedents coming under the Sheriff-Coroner's jurisdiction; order autopsies performed by professional staff; and do other work as required. The base rate of pay for this position is $22.1025 per hour. The Sheriff's Department is seeking an EVIDENCE TECHNICIAN II to join their team. This position performs work in support of criminal investigations including, but not limited to, collecting, identifying, and classifying physical and digital evidence for the Missoula County Sheriff's Office. Representative Examples of Work Collects evidence by accessing and downloading digital data from phones, computer hard drives, cameras, recorders, and other electronic devices. Uses current technology such as Zetex, tower dumps, Cellebrite, and GrayKey to recover information from electronic devices. Preserves digital evidence. Works under the direction of the assigned case detective and/or a supervisor on scenes. Processes scenes for physical evidence including recognition, identification, preservation, documentation, collection, cataloging, and logging evidence and other property related to criminal investigations. Responds to coroner calls and assists with scene documentation, collection of evidence, inventory medications, and wait for the funeral home. Preserves the chain of custody. Testifies in court as to the collection of evidence and the chain of custody of evidence. Prepares reports, affidavits and other related legal documents related to evidence and the collection and chain of custody of evidence. Logs and documents physical property and digital items received. Provides for disposition of items when no longer needed as evidence through court orders, registered letters, phone calls and newspaper advertisements according to state law. Transports items to and from the State Crime Lab and funeral homes. Maintains supplies, cleans, and stocks crime scene van. Ensure equipment is maintained and running properly. Provide coverage at the evidence warehouse as directed. Catalogs, documents, and stores evidence and other property related to crimes. Return property to individuals upon authorization to release items. Oversees and accompanies visitors to the warehouse. Calls for security assistance if needed. Reports maintenance problems or unsafe conditions at warehouse. Responsible for the management and organization of the Technology Room and temporary device lockers. Reports regularly to supervisors on the status of devices and resulting extractions. Minimum Qualifications Requires a bachelor’s degree. Degrees best suited for this position are criminal justice, criminology, forensic science, information technology, and computer forensics. Requires three years of experience working independently with a minimum of supervision. Forensic experience preferred. SPECIAL REQUIREMENTS : Requires passing an extensive criminal history and background investigation. Requires a valid driver's license. Requires the ability to obtain and maintain the following certifications: Cellebrite Certified Physical Analyst (CCPA), Cellebrite Certified Operator (CCO), and Certified GrayKey Operator. Physical/Environmental Demands The work is primarily performed in an office setting at the Sheriff's Department offices but does require occasional work in the field. Work performed on the scene of crimes may require special safety measures and exposure to potentially dangerous substances and communicable diseases may occur. Requires lifting up to 25 pounds regularly and up to 40 pounds occasionally. Requires the ability to use ladders and stools and the ability to reach above shoulder height to store and retrieve property and or evidence. Requires regular driving of a motor vehicle to respond to scenes and for transport and collection of evidence. Requires serving in an on-call capacity subject to call out on weekends and after hours.
