THE POSITION The City of Ventura is hiring! The City of Ventura's Parks and Recreation Department is actively hiring for part-time, extra-help Recreation Leader I/II and Recreation Specialist positions. Recreation Leader I/II and Recreation Specialists work under general supervision and may provide on-sight supervision, oversight, instruction, and support for a variety of programs, tours, and recreation activities in the areas of sports, cultural arts, interpretive and adaptive services, and other related parks, recreation, senior, youth, and community programs and services. School Break Camp Programs : Coordinate and organize school break activities at indoor and outdoor program sites throughout the city. Lead activities, sports, games, and special programs. ARTS & CULTURE PROGRAMS (year-round) - $16.00 - $21.00 per hour Depending on assignment, may provide program and facility support including customer service, data entry, clerical duties, special projects, facility rental oversight, and/or support with the following programs: Historic Programs : Teach hands-on education programs to preschool through 6th grade students at the historic Olivas Adobe. Facilitate educational tours and activities to individuals of all ages at the city's historic sites with a focus on local history. Public Art : Schedule, coordinate, and conduct tours of the city's Municipal Art Collection for individuals of all ages. Support Public Art program operations and activities including training program volunteers. Special Events : Provide event support including set-up and breakdown of city-sponsored events such as the Music Under the Stars summer concert series and 4th of July Street Fair. Requires weekend availability. Cultural Arts Classes : Teach creative and performing arts classes for participants of all ages. Arts & Culture Tour Program : Assist in tour planning, coordination, billing, reporting, marketing, and computer record maintenance. Support the coordination of tour escorts, vendors, and bus charters. Tour Bus Driver : Provide tour transportation, assist participants, and complete travel documentation. A valid California DMV Class B Driver license with passenger endorsement, current medical certificate, and completed DOT training is required. General knowledge of wheelchairs and mechanical lifts is desirable. SENIORS & COMMUNITY SERVICE PROGRAMS (year-round) - $16.00 - $21.00 per hour Depending on assignment, duties may include, but are not limited to, the following: Facility Attendant: Provide site supervision or act as an attendant monitoring and assisting with set-up and break-down of tables, equipment or other materials used during rental period. Duties may include ensuring permit policies are followed, meeting with prospective renters to explain site policies, overseeing opening and closing procedures and supporting annual Parks & Recreation events and programs. Community Gardens : Provide care and maintenance of community garden common areas, pathways, vacant plots, and garden supplies. May facilitate tours and orientations to prospective gardeners and host classes and volunteer workdays on weekends. Volunteer Programs : Support volunteer program operations including hosting onsite volunteer projects, maintaining the volunteer program database, and assisting with volunteer outreach and social media. Senior Nutrition Program : Under the supervision of the Senior Nutrition Program Specialist, assist with the preparation and serving of meals to program participants, train and oversee program volunteers, and support program data entry, cash handling, filing, clerical duties, and special projects. Summary This is a PARS (Public Agency Retirement System) budgeted position and is limited to 1,000 hours per fiscal year. This is not a PERS eligible position. The Community Services Department is currently recruiting for a Recreation Specialist - Roller Hockey Referee at the Escondido Sports Center. This thriving sports facility includes two roller hockey arenas, one regulation-sized soccer arena, one “mini” soccer arena, and a 22,000 square foot skate park. The anticipated schedule will be Mondays, Tuesdays, Thursdays, and Sundays 6:00 - 10:00 p.m. Key Responsibilities: Under the direct supervision of the Recreation Supervisor or their designee at the Escondido Sports Center, the Recreation Specialist (Roller Hockey Referee) is responsible for the general supervision of youth and adult hockey games by enforcing the rules and maintaining the order of the game. Have knowledge and understanding of the official rules of inline hockey as developed and updated by USA Roller Sports (USARS) as well as additionally adopted rules by the City of Escondido Adult Roller Hockey Program. When necessary, shall assess game penalties for violations of the rules and maintain fair play, including but not limited to ejecting players who violate hockey misconduct policies and the Community Services Department Code of Conduct. Provide accurate reporting and statistics to the scorekeeper during game play. Inspect and approve hockey player's safety equipment prior to game play. Shall provide explanations of rules when requested. Shall consistently and fairly officiate game play. Complete and submit truthfully detailed reports following player misconduct ejections and game play incidents/injuries. Clearly communicate with players, coaches, spectators, and other parties in a respectful manner. Provide excellent customer service while maintaining enforcing all rules professionally. Assist in all in game emergencies and injuries. Performs other game related duties as assigned. Attend all meetings and trainings that support the continued professional development as a game official. The ideal candidate for this position will: Work well in a team environment as well as individually while displaying excellent customer service skills. Have a depth of knowledge of inline roller hockey. Work efficiently in a fast-paced and sometimes stressful environment. Minimum requirements: 16 years of age. When necessary, shall assess game penalties for violations of the rules and maintain fair play, including but not limited to ejecting players who violate hockey misconduct policies and the Community Services Department Code of Conduct. Provide accurate reporting and statistics to the scorekeeper during game play. Inspect and approve hockey player's safety equipment prior to game play. Shall provide explanations of rules when requested. Shall consistently and fairly officiate game play. Complete and submit truthfully detailed reports following player misconduct ejections and game play incidents/injuries. Essential Functions Senior Community Services Leaders provide various levels of support to programs of the Parks & Community Services Department and may be assigned to one or more program and/or fill in on different program assignments as needed. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those below to address organization needs and changing organization practices. Example of Essential Functions include, but are not limited to, the following: Assist and register participants in the City’s recreation programs, activities, or facilities, including class registration and rental facility applications. Attend and assist in coordinating the City’s special events. Provide and maintain a safe program environment for participants and staff by enforcing required safety precautions and City guidelines. Schedule, secure venues, and help organize, prepare and set up for City programs, events, and activities. Provide quality customer service to the public at the front desk and on the telephone; Answer and resolve questions or concerns regarding recreation programs, services, and facility rentals. Monitor facility use; Troubleshoot participant and facility users’ concerns; Ensure safe facility setup; Meet the facility users’ needs. Provide lead direction to Community Service Leaders and other part-time staff; Assign tasks and duties and monitor performance; Provide input on performance evaluations; Enforce all City policies and procedures. Care and maintain all equipment issued; Inform supervisor when there are hazards or when equipment needs replacing. Prepare facilities, including youth centers, and community centers, for programs and services; Clean up the facility after the event, rental or program. Communicate with parents and school staff regarding programs. Attend all applicable Community Service Leader trainings and orientation. Perform related duties as assigned. Qualification Guidelines A typical way to obtain the requisite knowledge and abilities to perform the duties and responsibilities of this classification is as follows: EDUCATION, TRAINING AND/OR EXPERIENCE: High school graduation or its equivalent, 18 years of age or older, and o ne full year of experience in planning, promoting, coordinating and facilitating of programs, special events or social services. Some coursework in Child Development, Leisure Services, Recreation or related field and supervisory experience in a recreational setting are desirable. An equivalent combination of education and relevant experience that provides the desired knowledge, skills and abilities to successfully perform essential functions may also be considered. ADDITIONAL REQUIREMENTS: A current (less than two years) tuberculosis clearance certificate by date of hire for any assignments working with children. Possession of, or ability to obtain, first aid certificates may be required. A valid California Driver's License may be required. Revocation of license during employment may result in disciplinary action or reassignment. A valid California Commercial Class C License may be required for some positions. Revocation of license during employment, or failure to obtain if required, may result in disciplinary action or reassignment. Employees with a Commercial Class C License may be subject to drug and alcohol testing pursuant to the Department of Transportation Regulations. Availability to work an average of 25 hours per week, depending upon assignment. Supplemental Information PUBLIC EMPLOYEE DISASTER SERVICE WORKER: In accordance with Government Code Section 3100 - all City of Costa Mesa employees are required to perform assigned disaster service worker duties in the event of an emergency or a disaster. PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS: Candidates must be able to walk/run with children while playing games and leading excursions, and may lift heavy weights (e.g., a child or set up of tables and chairs). They are reviewed for merit salary advancement on a periodic basis. Generally, part-time employees are limited to no more than 1,000 hours of work per fiscal year (July 1 - June 30). Certain part-time employees, however, are permitted to exceed this limit. Part-time employees participate in either the Public Agency Retirement System (PARS) or the California Public Employees Retirement System (CalPERS) depending on eligibility. Employees enrolled in PARS contribute 3.75% of salary with a matching City contribution. Employees enrolled in CalPERS contribute 7.5% - 10.469% of salary depending on eligibility. Part-time positions are eligible to receive general leave benefits. General leave can be used for sick, vacation, or holiday time. The City does not participate in the Social Security system; however, federal mandate requires all new employees to contribute 1.45% of wages to Medicare.
