Develops goals, objectives, procedures and priorities for the Revenue Division; evaluates departmental practices and procedures and makes recommendations for improvement.

Participates in the selection, training, evaluation and supervision of professional, technical and clerical personnel.

Administers the cash management and investment functions.

Monitors and maintains internal controls over cash and revenue collections to ensure accurate reporting.

Plans, directs and participates in activities involving business and animal licensing, collection of delinquent accounts receivables and cashiering.

Directs the audit of transient occupancy tax returns and business license applications.

Develops and administers the treasury division budget.

Assists in the development and implementation of appropriate data processing applications, including formatting and report generation.

Responds to citizen complaints and inquiries regarding revenue-related issues. Coordinates revenue-related activities with other City departments and outside agencies.

Performs additional duties assigned.

Job Description:

JOB SUMMARY:

Under general direction of the Assistant Finance Director, the Revenue Supervisor plans, directs, reviews and coordinates the work of the Treasury Management Division staffed by professional, technical and clerical personnel. The Revenue Supervisor is responsible for the City's daily cash flow management and banking activities; assists in investment related functions; understands laws and regulations as they pertain to revenue collection and fees imposed; coordinates special events permits issued; and performs related duties as required.

CLASS CHARACTERISTICS:

An incumbent in this classification performs responsible financial analysis work, including auditing and accounting duties. An incumbent is responsible for the day-to-day supervision over the professional, technical and clerical personnel involved in the collection of sales taxes, property taxes, enforcement and collection of transient occupancy taxes and waste hauler franchise fees, the issuance of business and animal licenses, and billing, collection and deposit of revenues and fees.

Work is distinguished from the technical classes by the overall responsibility of supervising the Treasury Management Division. Work is assigned by the Assistant Finance Director, which is distinguished from the Revenue Supervisor class by the responsibility of assisting in the direction, planning and evaluation of all divisions within the Finance Department. Work is evaluated through conferences and reports.

Note: This classification is covered by Agency Shop provisions which require that employees pay union dues or service fees as a condition of employment. Qualified religious exemptions can be accommodated.

EDUCATION, TRAINING AND/OR EXPERIENCE:

Two years of professional accounting experience, including at least one year in a municipal government in a supervisory capacity.

Graduation from an accredited four-year college or university with major course work in accounting, finance, business administration, economics or a related field.

LICENSE AND/OR CERTIFICATE:

Class C California Driver's License. Revocation of license during employment may result in disciplinary action or reassignment.

REQUISITE KNOWLEDGE AND SKILL LEVELS:

Municipal government fund accounting.

Auditing practices and procedures.

Governmental Accounting Standards Board (GASB) pronouncements.

Comprehensive Annual Financial Statements CAFR cash reporting and disclosure requirements.

Data processing applications relevant to formatting and generating financial reports.

Financial records keeping practices and procedures.

Strategies and methods of investing funds.

Basic financial analysis and research methods and procedures.

Municipal operations, procedures, policies, laws and organization.

Principles of supervision, work flow and personnel management.
