Summary:

Under the general direction of the Deputy City Manager, performs a variety of supervisory, administrative, technical and professional work in development and implementation of community development plans, programs, and services. Serves as the City Planner and supervisor for assigned divisions including  Planning/Zoning; Code Compliance/Parking Enforcement; Building & Safety, Neighborhood Preservation/Block Grants, and Housing programs related to Housing Urban Development (HUD).
 
 

Job Description:

Provides professional planning and redevelopment studies, reports, and advice to Deputy City Manager, City Manager and City Council; makes presentations to a variety of councils, boards, commissioners, homeowners associations, civic groups and the general public; attends City Council Meetings and other Board Meetings as required.
 
Prepares and maintains the City’s General Plan, Local Coastal Program, and Zoning Ordinance; provides leadership, direction, and technical work to develop and implement current and long range planning programs and projects; and coordinates planning and subdivision activities with other departments and agencies as needed; and prepares and administers CEQA consultant contracts.
 
Administers and implements the California Environmental Quality Act (“CEQA”) for all city departments and agencies.
 
Evaluates land use and subdivision proposals to ensure compliance with applicable City, State or Federal laws.  Prepares, processes, and maintains discretionary permits including planned developments, variances, zone changes, conditional uses, administrative, and subdivisions; and oversees ministerial permits including signs, home occupations, special uses, and fences and other proposals within scope of authority.
 
 

Job Requirements:

Bachelor’s degree in land-use planning, urban planning, public administration or closely related field; supplemented by five years of progressively responsible experience in planning and community development; and/or redevelopment; with at least two years of administrative and supervisory responsibility; or an equivalent combination of education, training, and experience.
