The Transportation Program Manager will provide complex professional traffic engineering and transportation planning work and will lead the development and implementation of Traffic Engineering and Transportation Planning projects and programs for the City. EXAMPLES OF DUTIES Under general direction of the City Engineer, duties may include, but are not limited to, the following: Oversee the development of technical studies for roadway operations improvements; Manage the development of Capital Improvement Program projects for transportation infrastructure improvement projects; Develop traffic engineering programs to oversee traffic trends in the City and recommend projects to ensure the safest possible roadway operations for the City. Recommend traffic engineering requirements for commercial and residential developments; Review or prepare engineering plans, specifications and cost estimates for the construction of traffic control projects; Inspect sites for consistency with improvement plans and design standards; Develop solutions to difficult construction problems; Interpret specifications, City policy and codes; Prepare change orders; Check computation for accuracy and construction materials for compliance to specifications. Plan, coordinate and supervise professional engineering work in the preparation of signal lighting, striping and roadway improvement plans; Analyze demand forecasts and accident reports; Operate state-of-the-art interconnected traffic signal systems; Provide technical assistance on neighborhood, citywide and regional traffic issues. Prepare or analyze Traffic Impact Analysis studies for the implementation of private and public projects; Review private development projects for consistency with State and Local engineering standards and best practices; Participate in the development and negotiation of Conditions of Approval for private development projects. Oversee the implementation and operation of the City’s Traffic Signal and Intelligent Transportation Systems infrastructure; Coordinate with traffic signal operations staff to identify equipment infrastructure needs and to implement traffic signal timing operations changes as needed; Track trends in technology solutions appropriate for implementation in the City. Develop new transportation programs including Safe Routes to School, Bicycle & Pedestrian Improvement, and Traffic Management programs; Develop Requests for Proposal and Project Scopes of Work for consultant solicitations. Serve as the City staff liaison to the Traffic Safety Commission; Research, develop, and present transportation policy to commission and council for consideration of implementation in the City; Serve on Countywide regional transportation policies to track and secure grant funding opportunities for programs and projects in the City; Participate in the development of Capital Improvement Program projects and budgets. Customer Service Management; Serve as the primary respondent to customer service requests for roadway operations improvements; Develop work order improvement plans for implementation by City forces or prepare improvement plans for minor Capital Improvement Program projects. Prepare traffic division's operating budget; Prepare and administer contracts with consultants; Review payment request; Prepare grant applications and engineering reports; Supervise subordinate personnel's technical work performance; Supervise, train and evaluate professional and technical subordinates; Resolve and/or assists others in the resolution of disagreements; Represent the Department at formal or informal local or regional meetings to provide engineering expertise and recommendations. Determine the need for materials, supplies and equipment, and prepare requisitions and requests; Prepare cost estimates for labor, equipment, and material to accomplish various maintenance projects. Perform related duties as assigned. QUALIFICATIONS Knowledge of: Principles and practices of traffic engineering and transportation planning, street and highway design, modern bicycle and pedestrian facility design, traffic signal operations and maintenance, and public contract procedures. Modern methods and techniques used in the design and construction of a wide variety of public works engineering projects. Current literature and sources of information related to traffic operations management. Applicable laws and regulatory codes relevant to design and construction in the areas of civil, traffic and transportation engineering. Ability to: Determine priorities and to plan, assign and supervise work of sub-professional and professional engineering personnel; make independent investigations in the review of engineering problems, develop alternate solutions, and make recommendations for a course of action. Communicate effectively in an oral or written manner; respond to the public, staff members, and developers in a prompt, friendly and cooperative fashion. Interpret and develop diagrams, drawings, specifications, contracts, technical journals and other information pertaining to traffic engineering. EXPERIENCE AND EDUCATION Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying.  A typical way to obtain the knowledge and abilities would be: Experience : Four years’ experience in professional traffic engineering, including one year of supervisory experience. Education: Equivalent to a Bachelor's degree from an accredited college or university with major work in civil, traffic engineering, or transportation planning and management, or a closely related field. LICENSE OR CERTIFICATE Possession of a Certificate or Registration as a Professional Engineer in the State of California; Civil or Traffic Engineering is strongly preferred.   Possession of, or ability to obtain, a Class C California Driver's license and to maintain a satisfactory driving record.         COMPENSATION & BENEFITS: The City offers a competitive compensation and benefit package: Salary: $10,728 to 14,266 per month; $128,736 to $171,192 annually; appointment will be based on the qualifications and experience of the selected candidate. Health/Medical Benefit: Choice of coverage with Kaiser or Blue Shield. The City pays 75% of the Kaiser monthly premium at each coverage level. Medical in Lieu: The City contributes $400/month in cash or a contribution on behalf of the employee into a MissionSquare 457 deferred compensation plan in lieu of medical coverage. Dental & Vision Coverage: City-paid dental and vision plan for employee and eligible dependents. Retirement: CalPERS enrollment in either 2%@60 (Classic Member) or 2%@62 (PEPRA New Member). MissionSquare Deferred Compensation, 401 (a), and Roth IRA Plans: City pays 3% salary into 401(a) plan. Voluntary plans available to all employees.
