    Beautiful Ventura County is one of 58 counties in the State of California.  Geographically, the county offers a stunning 42 miles of coastline and the Los Padres National Forest, which accounts for 46% of the county’s land mass in the northern portion of the county.  Fertile valleys in the southern half of the county make Ventura County a leading agricultural producer.  Together, farming and the Los Padres National Forest occupy half of the county’s 1.2 million acres. A mild year-round climate, along with scenic geography makes the area attractive to the 850,000 culturally and ethnically diverse people who call Ventura County home.  The unincorporated areas, along with the ten incorporated cities of Camarillo, Fillmore, Moorpark, Ojai, Oxnard, Port Hueneme, Santa Paula, Simi Valley, Thousand Oaks, and San Buenaventura (Ventura) ranks Ventura as the 11th most populous county in the State. Ventura County has a strong economic base that includes major industries such as biotechnology, agriculture, advanced technologies, oil production, military testing and development, and tourism. The United States military, which includes two naval bases and the Air National Guard base, is the largest employer in the county with more than 16,000 employees.  The County of Ventura (government) is the next largest employer with nearly 8,000 employees located throughout the county.  Port Hueneme is California’s smallest but only deep water port between Los Angeles and San Francisco and plays a major role in the local economy. Home to two universities (California State University Channel Islands and California Lutheran University), and three Community Colleges (Oxnard, Ventura, and Moorpark), multiple university extensions, institutes, and adult schools, the county enjoys a strong structure for workforce development. The County of Ventura was formed January 1, 1873, when it separated from Santa Barbara County.  It is a general law county, governed by a five-member Board of Supervisors, elected at-large for a staggered four year term in their respective districts, and the chairmanship rotates annually.  The Board of Supervisors is responsible for providing policy direction, approving the County budget, and representing the County in a number of areas including special districts.  The Board actions can apply countywide or only in unincorporated areas. Other County elected officials include the Auditor-Controller,  Assessor, Clerk/Recorder, District Attorney, Treasurer-Tax Collector, and Sheriff. The County Executive Officer advises, assists, and acts as an agent for the Board of Supervisors in all matters under the Board’s jurisdiction. Under the guidance of the Board of Supervisors, the approved County annual budget of $1.8 billion serves to assist vulnerable adults and children, enforce the law, ensure justice, protect public health, and improve our quality of life.  In alignment with key focus areas established in the County Strategic Plan, services are provided to residents by nearly 8,000 dedicated public servants working in 23 different agencies, departments and special districts.

    THE POSITION: Under direction of the Clinic Administrator and Quality Coordinator, the Quality Clerk works in the Ventura County Health Care Agency Primary Care Clinics performing a variety of clerical and administrative duties in support of clinic staff and providers in meeting standards of patient safety and quality care. The ideal candidate will have experience working on quality improvement projects in a health care environment; experience with Electronic Health Record (EHR) systems and clinical workflows (Cerner strongly preferred); strong technical and analytical expertise preparing reports in Excel for leadership, and familiarity with quality programs such as the Healthcare Effectiveness Data Information Set (HEDIS) or Quality Incentive Pool (QIP).

    EDUCATIONAL/BILINGUAL INCENTIVES: Incumbents may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

    The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-Term), Intermittent, and Extra Help vacancies within the Health Care Agency for this and similar positions only. There is currently one (1) Regular vacancy within Ambulatory Care, supporting Pediatric Diagnostic Center in Ventura and Mandalay Bay Clinic in Oxnard.

    The Administrative Assistant II is represented by the Service Employee’s International Union (SEIU) and is eligible for overtime compensation.

    Examples Of Duties

    Duties may include, but are not limited to, the following:
    • Monitors patient care gap reports and provides data and reports to staff and providers;
    • Keeps current with the required quality measures and standards; Educates staff and providers regarding quality measure requirements and how to meet required standards of care;
    • Conducts patient outreach and appointment scheduling by phone and text message for key quality metrics;
    • Receives direction from the Quality Coordinator and collaborates with clinic administration, staff, and providers to perform improvement projects to ensure standards of care and quality measures are met;
    • Prepares reports to monitor quality performance and disseminates information to management, staff, and providers as directed by the Clinic Administrator;
    • Performs patient chart review and analysis of low performing metrics to identify challenges and workflow issues;
    • Participates in and presents at quality meetings such as the Ambulatory Care Quality Alliance (ACQA) meeting, Clinic Quality meetings, Provider meetings, Back Office meetings and Front Office meetings; disseminates information about performance, measures specifications, quality programs, and new processes and electronic health records (EHR) improvements;
    • Regularly rounds in the clinic to discuss priorities and answer questions from providers and staff related to quality measures and clinic operations;
    • Assists in establishing workflows for registration and back office and implementing policy and procedures to support standardization and quality and safety of care. Provides training to staff and providers on workflow changes;
    • Trains and orients new back-office employees and providers on quality measures and Cerner use:
    • Establishes and implements process improvement plans, such as Plan, Do, Study, Act (PDSA), and Lean Six Sigma, including tests of change and root cause analysis, to meet the required quality measures including the Quality Incentive Program (QIP), Health Plan Quality Programs , and other incentive programs, including physician contract measures;
    • Performs other related duties as required.


    Typical Qualifications

    These are entrance requirements and assure neither continuance in the process nor placement on an eligible list.

    EDUCATION, TRAINING, and EXPERIENCE

    Some education and experience which would provide the required knowledge, skills and abilities (KSAs). An example includes:
    • Three (3) years of recent, paid professional level experience in the health care industry performing data analysis or quality improvement in a primary care clinic.

    OR
    • Possession of an associate’s degree or a Medical Assistant certification
    AND
    • One (1) year of recent, paid professional level experience in the health care industry performing data analysis or quality improvement in a primary care clinic.
    Substitution:
    Additional related experience may be substituted for the education on a year for year basis.

    NECESSARY SPECIAL REQUIREMENTS
    • Intermediate proficiency with Microsoft Word and Excel.
    • Experience in health care including the use of Electronic Health Record systems.
    • Effective writing skills must be demonstrated in the completion of the employment application and supplemental questionnaire.
    DESIRED
    • Bilingual skills (English/Spanish);
    • Experience with quality improvement and metric-based incentive programs such as California’s Quality Incentive Program (QIP), or HEDIS;
    • Experience with improvement science methodologies such as the Plan, Do, Study, Act (PDSA), Lean Six Sigma including Tests of Change, and Root Cause Analysis (RCA); and
    • Experience working with Cerner Electronic Health Record System.
    Knowledge, Skills, and Abilities
    Working knowledge of: the principles and techniques of data analysis; primary care clinical operations; principles and techniques of quality performance metrics, including establishment, gathering and analyzing; California public health care system quality incentive programs, such as QIP; continuous improvement methodologies, such as Plan, Do, Study, Act (PDSA), Lean Six Sigma, including tests of change and root cause analysis; principles and techniques of training professionals.

    Skilled in the use of electronic health care record systems, such as Cerner, and related documentation.

    Working ability to: understand and comply with clinical workflows; analyze data reports for the purpose of making recommendations of prioritization and organization for performance improvement efforts; prepare a variety of reports and recommendations; communicate orally and in writing; establish and maintain effective working relationships with a variety of stakeholders skilled in many different disciplines, including clinic management and staff, medical staff and providers.

    Supplemental Information:
    Works primarily in a health care clinic office environment but may be required to visit various clinics, departments, or agencies on a regular basis.

    TRAINING & EXPERIENCE EVALUATION: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

    If there are three (3) or fewer qualified applicants, an oral examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

    Applicants successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
