    Beautiful Ventura County is one of 58 counties in the State of California.  Geographically, the county offers a stunning 42 miles of coastline and the Los Padres National Forest, which accounts for 46% of the county’s land mass in the northern portion of the county.  Fertile valleys in the southern half of the county make Ventura County a leading agricultural producer.  Together, farming and the Los Padres National Forest occupy half of the county’s 1.2 million acres. A mild year-round climate, along with scenic geography makes the area attractive to the 850,000 culturally and ethnically diverse people who call Ventura County home.  The unincorporated areas, along with the ten incorporated cities of Camarillo, Fillmore, Moorpark, Ojai, Oxnard, Port Hueneme, Santa Paula, Simi Valley, Thousand Oaks, and San Buenaventura (Ventura) ranks Ventura as the 11th most populous county in the State. Ventura County has a strong economic base that includes major industries such as biotechnology, agriculture, advanced technologies, oil production, military testing and development, and tourism. The United States military, which includes two naval bases and the Air National Guard base, is the largest employer in the county with more than 16,000 employees.  The County of Ventura (government) is the next largest employer with nearly 8,000 employees located throughout the county.  Port Hueneme is California’s smallest but only deep water port between Los Angeles and San Francisco and plays a major role in the local economy. Home to two universities (California State University Channel Islands and California Lutheran University), and three Community Colleges (Oxnard, Ventura, and Moorpark), multiple university extensions, institutes, and adult schools, the county enjoys a strong structure for workforce development. The County of Ventura was formed January 1, 1873, when it separated from Santa Barbara County.  It is a general law county, governed by a five-member Board of Supervisors, elected at-large for a staggered four year term in their respective districts, and the chairmanship rotates annually.  The Board of Supervisors is responsible for providing policy direction, approving the County budget, and representing the County in a number of areas including special districts.  The Board actions can apply countywide or only in unincorporated areas. Other County elected officials include the Auditor-Controller,  Assessor, Clerk/Recorder, District Attorney, Treasurer-Tax Collector, and Sheriff. The County Executive Officer advises, assists, and acts as an agent for the Board of Supervisors in all matters under the Board’s jurisdiction. Under the guidance of the Board of Supervisors, the approved County annual budget of $1.8 billion serves to assist vulnerable adults and children, enforce the law, ensure justice, protect public health, and improve our quality of life.  In alignment with key focus areas established in the County Strategic Plan, services are provided to residents by nearly 8,000 dedicated public servants working in 23 different agencies, departments and special districts.

    Description

    THE POSITION: Under general supervision, oversees quality improvement projects across Ventura County Ambulatory Care clinics. This includes data mining, analysis, collaboration with all levels of clinic staff, travel to multiple clinic locations, implementation of Plan-Do-Study-Act (PDSA) cycles to test process improvements, evaluation of interventions, reporting, and project management. Incumbents will also provide recommendations and present results to stakeholders, which drive organizational needs.

    IDEAL CANDIDATE: The ideal candidate will have extensive experience leading quality improvement projects in a health care environment; proficiency with Electronic Health Record (EHR) systems such as Cerner; and a strong understanding of clinical workflows. Additionally, the ideal candidate will possess strong technical and analytical expertise as it pertains to quality programs and reporting, including Healthcare Effectiveness Data Information Set (HEDIS) and Quality Incentive Pool (QIP).

    • Flexible Spending Accounts - Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses.
    • Pension Plan - Both the County and employees contribute to the County's Retirement Plan and to Social Security. If eligible, reciprocity may be established with other public retirement systems, such as PERS.
    • Holidays - 12 paid days per year which includes a scheduled floating holiday.


    DEPARTMENT/AGENCY: Health Care Agency - Ambulatory Care

    Administrative Assistant IV is represented by the Services Employees International Union (SEIU) and is eligible for overtime compensation.

    The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this position only. There is currently one (1) Regular Full-Time vacancy.

    Examples Of Duties

    Duties may include, but are not limited to the following:
    • Supports Quality Clerks across Ambulatory Care by providing constructive feedback, coaching, mentorship, training, and performance management to create a collaborative and respectful environment;
    • Travels to various clinic locations throughout Ventura County to mentor Quality Clerks, trains staff on workflows and processes, meets with leadership and providers, and monitors improvement initiatives;
    • Promotes quality improvement, performance improvement activities, and patient safety throughout the organization through education;
    • Plans, organizes, coordinates and provides guidance for the activities of performance improvement and patient safety throughout Ambulatory Care;
    • Applies and uses performance improvement tools and techniques for quality improvement and data analysis;
    • Coordinates EHR improvements to support patient safety and quality in coordination with the centralized quality team and clinics; helps standardize and monitor workflows, documentation, and processes;
    • Assists with clinical validation and analyzes data reports in compliance with established policies and process to provide external reporting for programs including but not limited to Grants, QIP, MACRA/MIPS, UDS, HEDIS, and any other Pay for Performance initiatives;
    • Uses patient experience data for analysis and improvement initiatives;
    • Compiles data and uses reports to drive performance improvement initiatives;
    • Recommends and facilitates implementation of improvements such as standardized workflows, training, and reference materials;
    • Promotes quality/performance improvement activities throughout the organization by developing and presenting educational content at the AC Quality Alliance (ACQA), clinic provider & staff meetings, and other quality meetings;
    • Prepares required reports; compiles and analyzes narrative financial information and statistical data to improve operations; identifies program needs and/or change service delivery methods;
    • Participates in patient safety investigations and develops plans to ensure standards of safety are met; and
    • Performs related duties as required.


    Typical Qualifications

    These are entrance requirements to the exam process and assure neither continuous in the process nor placement on an eligible list.

    EDUCATION, TRAINING, and EXPERIENCE:

    Considerable education and/or experience background which would provide the required knowledge, skills, and abilities. This can typically be obtained by the following combination of education and/or experience:
    • Four (4) years of quality improvement experience which includes process improvement, project management, leadership, or data analysis; OR
    • An associate's degree in a related field, and two (2) years of quality improvement experience which includes process improvement, project management, leadership, or data analysis; OR
    • A bachelor's degree in a related field, and one (1) year of quality improvement experience which includes process improvement, project management, leadership, or data analysis.

    Note: Additional related experience can be substituted for the education on a year-for-year basis.

    NECESSARY SPECIAL REQUIREMENTS:
    • Must be proficient in Microsoft Word, PowerPoint, Excel, and Outlook
    • Must possess excellent written and oral communication skills
    • Must possess a current, valid California driver license by the time of hire and maintain it thereafter


    DESIRED:
    • Bilingual in English and Spanish
    • Associate or Bachelor's degree in a related field from a recognized college or university
    • Experience using Cerner or another Electronic Health Records systems
    • Experience with improvement science methodologies such as LEAN; Plan-Do-Study-Act (PDSA) Tests of Change; and Root Cause Analysis (RCA).
    • Experience planning, organizing, developing, and coordinating activities of performance improvement and patient safety
    • Experience in the supervision of others


    Supplemental Information: Work is partially performed in an office environment and partially in a clinic setting. Individual travel to various Ambulatory Care clinic sites is required on a regular basis.

    KNOWLEDGE, SKILLS, and ABILITIES:

    Knowledge of: methods and techniques of performance improvement; Federal, State, and local laws, rules and regulations, policies, processes, and mandated procedures pertinent to performance improvement and quality management; principles and practices of quality management; and safe driving practices.

    Skills in: computer literacy, utilizing personal computing hardware and software such as Microsoft Word, PowerPoint, Outlook, Excel, and others that the position requires.

    Working ability to: prepare clear and concise, comprehensive administrative, and technical reports and recommendations; manage projects related to performance improvement; plan organize work assignments and implement necessary work procedures to meet changing priorities and deadlines; analyze complex situations accurately and adopt an effective course of action; establish and maintain effective working relationships with those contacted in the course of work (internal/external); communicate effectively, both orally and in writing; exercise collaboration, consensus-building, conflict resolution, and problem-solving skills; exercise sound judgment and decision making; plan, train, and supervise the work of others if required; and operate a county vehicle.
